The position is pivotal in monitoring and reporting time and attendance. The Time and Leave Clerk serves as the Service's liaison to Finance/Payroll, Human Resources, Clinical Informatics, Environmental Management Service, Veterans Canteen Services, and Information Resource Management, and for assigned projects. You will also provide information, submit requests or changes, and similar activities, as well as assemble and compile preliminary data.
Duties
Major Duties Include (but not limited to):
The incumbent is accountable for timekeeping and clerical support to the service.
Time and Leave Clerk prepares, maintains, reviews and validates time and monitors and reports for a variety of pay plans, types of leaves (VATAS/ACUSTAFF software), and special pay situations.
Incumbent monitors, evaluates and initiates corrective action on Service organizational survey, obtains, organizes files and retrieves reports, correspondence and numerical data for use in prepare status report ensuring accuracy, formatting and timeliness.
Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes.
Work Schedule: 8:00AM - 4:30PM. Eastern Standard Time, (MON-FRI, 40 hours per week)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

You may qualify based on your experience and/or education as described below:GS-05 MINIMUM QUALIFICATIONS:Specialized Experience: You must have one year of specialized experience equivalent to the GS-4 grade level. Specialized experience needed: processing pay and leave actions by utilizing various automated pay systems; recording, reconciling, and balancing pay data by various; making retroactive adjustments and tracing errors which involve correction of pay and extensive research; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; creating and maintaining reports related to employees' pay and leave. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school. (Transcripts Required).
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years above high school. (Transcripts Required).

Physical Requirements: Employee must be able to walk, stand, bend, climb, reach, lift and carry boxes with records and files, paper and supplies. Proper body mechanics must be utilized during office activities.
