You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the RS40S2F Branch of NAVAL SURFACE WARFARE CTR CORONA DIV, located in Fallbrook CA.
Duties
You will perform ground ordnance hands-on Quality Assurance utilizing a variety of administrative, analytical, and technical methods and techniques to insure the quality and reliability of products.
You will perform analysis, evaluation, and testing of ground ordnance systems with an emphasis on manufacturing quality assurance, life cycle quality, system analysis, failure analysis, safety and reliability.
You will review engineering drawings and specifications for compliance to applicable requirements, standards and handbooks.
You will provide expertise related to the planning and execution of live-fire testing and evaluation.
You will perform all aspects of project execution to include cost, schedule, performance, and risk.
You will develop cost estimates and statements of work as well as track cost, schedule, quality and product delivery.
You will lead the development of test plans, cost estimates, and executes and writes test reports in support of test and evaluation projects.
You will coordinate with representatives and team members in other offices and services, including design, engineering, quality assurance, contracting, logistics, and program management groups amongst Marine Corps, Army, and Navy functions.
You will ensure technical adequacy of evaluation plans and mitigation of safety risks for test plans and during live-fire testing.
You will perform as a member of the qualification and certification arms, ammunitions, and explosive program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, implementing, and maintaining a grounds ordnance quality assurance program including evaluating quality assurance problems, risks, and vulnerabilities to identify solutions in order to minimize or reduce the severity or probability of occurrence AND analyzing quality assurance data and documentation to ensure compliance with regulation and protocol.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree

Successfully completed 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
-OR-
LL.M. degree, if related to the position being filled
-OR-
Combination of experience and graduate education as described above that equates to one year of experience.
