You will serve as the Lead Financial Management Specialist at the NASA Office of JPL Management and Oversight (NOJMO) located in Pasadena, California. NOJMO is the NASA Headquarters onsite organization that serves the functions of contract management, on-site Agency oversight, and ensures regulatory compliance of contractors operations in accordance with 48 CFR § 35.017 as a Federally Funded Research and Development Center (FFRDC).

Duties
Analyzes all major financial management and operational aspects of a program. Provides information and recommendations supporting realignment of authorities or major re-allocations of staffing, funds, and other Agency resources.
Formulates new financial administration concepts and methods for which no precedent exists in the Federal or private sectors.
Leads the creation of a comprehensive integrated and interfaced financial management system that addresses all functions of the multi-mission Agency, and meets statutory and regulatory requirements.
Advises/makes recommendations for the use of multi-source funds on an Agency-wide or national basis, e.g., appropriated, reimbursable, revolving, trust fund accounts, etc.
Continually modifies long-range budget plans in accordance with changes in Congressional/Presidential program goals.
Develops/implements financial management policies and strategies to ensure that statutory/administrative provisions governing the expenditure and stewardship of government funds are followed.
Conducts special studies/analyses to review and validate proper management and internal controls and related systems process and control analysis as well as oversight for controls both functional and process in any financial systems area.
Provides authoritative technical/program advice regarding the most challenging problems in a specialty area for a program of national or international scope and impact.
Provides technical advice/guidance in such areas as development of annual/long-range audit plans, complex or novel issues, follow-up corrective actions, and analysis of legislation, regulations, and OMB circulars.
Leads and/or serves on team(s) as the subject matter specialist/representative or expert as appropriate.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Performing financial management and analysis functions, to include, budget administration involving oversight of a federally funded research center (FFRDC) according to the applicable laws and regulations involving FFRDCs;
Supporting budget negotiations with high-level financial managers across multiple mission directorates, such as, Mission Support Directorate, Science Mission Directorate, and Space Operations Mission Directorate in order to determine budget requirements and resources;
Analyzing and researching financial trends and recommending solutions to challenging budgetary problems.
