Job opening: Human Resources Specialist

Salary: $39 576 - 77 955 per year
Employment Type: Full-time
The annual salary range for GS-05 is $39,576 to $51,446, GS-07 is $49,025 to $63,733 and GS-09 is $59,966 to $77,955. The salary range contains multiple steps. In most cases, the salary will be set at the starting end of the range for the grade level selected for new federal employees. Duties

If selected for this position, you will join a well-respected team that Is responsible for the district's administrative activities such as budget, contracts, human resources programs and other administrative functions. At the full performance level, you will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, labor relations, compensation, records management and administration, and human resources development. If selected, you will receive formal and/or on-the-job training as needed. Duties include: Performing position analysis to determine organizational requirements. Determining recruitment strategies and posting job announcements. Reviewing applications and applying qualification standards. Providing advice and assistance on performance management. Delivering assistance in the administration of benefits programs. Administering guidance on pay and leave. Identifying training and development needs. Managing and maintaining official personnel records and files. Processing and reviewing personnel actions. Conducting evaluations of human resource program operations. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-05: To be eligible at GS-5 level, you must have one year general experience; which was equivalent to next lower grade. General experience progressively responsible experience gained in administrative, professional, technical, investigative, or other work. Experience in substantive relevant secretarial, clerical, or other work may be qualifying as long as it provided evidence of particular qualifications necessary to perform duties of position to be filled. Experience of general clerical nature typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks is not creditable. Some examples of qualifying experience are: Ability to research, interpret and apply personnel policies/procedures. Skills in planning/organizing work to effectively track assignments. Capcity to provide clear/concise communications in writing and orally. OR: Successful completion of 4-year course of study leading to a bachelor's degree. Combining Education and Experience: Successfully completed post-high school education may be used to meet total one year of specialized experience requirement equivalent to GS-4 grade level. Only education in excess of the first 60 semester hours (i.e., beyond second year) is creditable toward specialized experience requirement. One full academic year of study (30 semester hours) beyond second year is equivalent to 6 months specialized experience. GS-07: To be eligible at GS-07 level, you must meet at least ONE of the following conditions, as defined below; Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: is defined as advising managers on technical procedures; resolving basic recurring human resources issues; preparing/processing a variety of complex personnel actions; maintaining/filing personnel records; conducting orientation/onboarding, providing guidance on pay/leave and employee benefits. Education: One of the following types of education in a related field (e.g., Human Resources, Management, Business Administration): one full year of graduate level education leading to Master's degree or higher; or completed Bachelor's Degree or equivalent with Superior Academic Achievement (S.A.A.) as defined by Office of Personnel Management's Qualification Standards. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in upper third of graduating class in college/university, such as College of Liberal Arts or School of Business Administration. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or computed based on 4 years of education, or computed based on courses completed during final 2 years of curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of required courses completed in major field or the required courses in the major field completed during final 2 years of curriculum. Membership in a national scholastic honor society Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualifications. GS-09: To be eligible at GS-09 level, you must meet at least ONE of the following conditions, as defined below; Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: is defined as experience in advising managers on technical procedures; resolving moderately complex, recurring human resources issues; applying standardized analytical/evaluation techniques; drafting position descriptions, providing guidance on employee benefits and retirements, and conducting staffing/recruitment activities to include developing job announcement, assessing applications, and scheduling interviews. Education: One of the following types of education in a related field (e.g., Human Resources, Management, Business Administration): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to degree. Education at graduate level must be in an accredited college/university and must demonstrate knowledge, skills, and abilities necessary to perform duties of position. Combining Education and Experience: Combinations of successfully completed graduate education/experience may be used to meet qualifications. In order to qualify based on a combination, graduate education must be in excess of 1 full year. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
