This position is located within the Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care Systems (CVHCS), at the Fredericksburg Health Care Center (HCC). The position reports to the Associate HCC Administrator for the FHCC. Incumbent will work temporarily at facility in Massaponax, VA until Fredericksburg HCC opens summer 2024.

Duties

The Incumbent is responsible for the development and integration of a cohesive supply chain. Supports oversight, guidance, management, and integration of supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Operationalizes performance and measurement of logistics functions throughout the FHCC for all accepts of the supply chain. More specifically, the incumbent performs the following duties, but not limited to: Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures. Serves as a senior logistics management officer, integrating acquisitions and procurement, logistics and related support and services for the supply chain. Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Serves as a logistics expert for AD/HCC. Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy. Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis. Makes changes in work assignments and workflow, and balances workload among positions to increase effectiveness of operations supervised. Reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of all facets of logistics and acquisition management including requirements determination, material management, inventory and warehouse; knowledge of VISN standardization initiatives; long range procurement planning; skill in interpreting policies to solve unprecedented and unpredictable problems; knowledge of post-award procedures and supply contracts; ability to coordinate and evaluate requirements with stakeholders; utilize information technology to analyze data to generate logistic reports and budget information; performance measurement data; At this level, candidates should possess experience in leading and/or managing, experience and skill in conducting meetings, briefings, etc. You will be rated on the following Competencies for this position: Acquisition StrategyAdministration and ManagementFinancial ManagementLeadershipManages Human ResourcesTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Preferred Experience: Experience in Veterans Health Administration (VHA) Supply Chain Management/Logistics Physical Requirements: The work is primarily sedentary but requires visits to warehouse, storage facilities, loading docks and other facilities.
