This position is located in the Department of Homeland Security, United States Coast Guard, Aviation Logistic Center (ALC), Engineering Services Division (ESD), Elizabeth City, NC.

Duties

The incumbent is responsible for conducting Key Management Infrastructure Operating Account Manager (KOAM) duties and responsible for actions associated with the receipt, handling, issue, safeguarding, accounting, and disposition of COMSEC material on charge to an account. 

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • You will be required to undergo pre-employment and random drug testing.
  • This position requires a Top Secret clearance.
  • Must complete and maintain KMI Course of Instruction within six months.
  • A final offer of employment is contingent upon a negative drug test result.
  • Must obtain Security Plus certification within six months of appointment.

Qualifications

To qualify for the GS-11 grade level: Applicants must possess at least one year of specialized experience equivalent to the GS-11 level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes the following:  Having a broad range of security program relationships or significant expertise and depth in information security sufficient to perform all actions associated with the receipt, handling, issue, safeguarding, accounting and disposition of COMSEC material assigned to an account.  Analyzing and resolving difficult and complex security problems associated with KMI program. Developing guidance for applying communications security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls. Responding to problems or questions involving implementation of security guidelines.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. This position requires successful completion of the Key Management Infrastructure Operating Account Manager (KOAM) Course of Instruction (COI)(A-4C-1340) within six months of appointment.  Must obtain Security Plus certification within six months of appointment and maintain currency throughout duration of employment.
