Duties
As a EMERGENCY MANAGEMENT SPECIALIST (CONTINUITY OF OPERATIONS) at the GS-0089-12 some of your typical work assignments may include:
Implement and manage the USTRANSCOM Continuity of Operations (COOP) Program.
Oversee, develop, and publish the COOP plan, and associated standard operating procedures (SOPs) and guidance, ensuring the USTRANSCOM HQ and components are postured to execute all Unified Command Plan (UCP) assigned missions across the entire spectrum of global events ( e.g., relocation for unscheduled emergency facility maintenance or repair, man-made or natural disasters, terrorist activities, and/or acts of war).
Serve as a command's Alternate Operating Facilities (AOF) Site Support Team (SST) Lead.
Plan and execute COOP awareness, training, and exercises for the command.
Integrate COOP program into the Command Protection and Response Enterprise.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions

Qualifications
You may qualify at the GS-12 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Planning, directing, integrating, and executing a command's Continuity of Operations Program (COOP) program guidance, planning, and oversight.
Managing all aspects of Site Support Team (SST) coordination to include member identification, roster maintenance, and new member familiarization with SST requirements.
Planning, coordinating, and assisting with formal and informal training to command personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
