THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION. This SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF) position, Position Description Number T5668000, is part of the Montana Army National Guard, G9 - MED. Duties

Serves as the Brigade (BDE) Sexual Assault Prevention and Response Coordinator for military, civilians, and dependents, providing 24/7 in-person and telephonic response under the supervision of the Sexual Assault Prevention and Response Officer (State SAPR). Ensures compliance with Department of Defense (DOD) and National Guard Bureau (NGB) requirements for secondary prevention and support programs, coordinating with the BDE CDR. Establishes sexual assault reporting processes, documentation, and coordinates with State SAPR and subsidiary BDEs. Advises BDE personnel on SAPR policy, guidance, and requirements. Consults and coordinates with the BDE CDR on sexual assault secondary prevention activities, developing plans, programs, and guidelines. Executes budget for BDE population and organization, adjusts plans and measures for success. Implements communication strategy for reporting options, emphasizing core values and positive behavior. Evaluates procedures, results, and interactions for quality improvements. Assists in recruiting, screening, and coordinating SAPR Victim Advocates (VAs), ensuring D-SAACP credentials. Conducts ongoing training and education for VAs, assessing performance and knowledge. Coordinates with the State SAPR for performance-related issues and utilizes Defense Sexual Assault Incident Database (DSAID) for case management. Assesses the BDE need for program modifications and implements secondary prevention programs. Addresses behaviors leading to sexual assault through education and awareness. Stays informed about training methods and materials. Evaluates BDE sexual assault climate, response capabilities, and training needs. Conducts mandatory annual SAPR training and communicates updates to first responders. Collaborates with stakeholders for SAPR events. Builds and maintains BDE response and victim support system, partnering with JFHQ Director of Psychological Health for intimate partner violence. Establishes contacts with various organizations and cultivates partnerships with civilian resources. Ensures 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Coordinates victim care with State SAPR PM for continuity. Publicizes response lines and reporting procedures, performs warm handoffs, and assures victims are treated respectfully. Coordinates with law enforcement and investigative units for victim care and maintains MOUs with authorities and community resources. Serves as BDE CDR consultant on sexual assault issues, representing on committees and working groups. Provides BDE CDR with health of the force data and attends CR2C and SAPRAC meetings. Informs BDE CDR and State SAPR PM of program status and areas needing improvement. Attends State CMG meetings, briefs active cases, and participates in forums requested by BDE CDR.

Requirements

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Individuals convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • External applicants must be able to start within 6 months of selection.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level (GS-11). Experience, education, or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Must possess one of the following:
A)
A behavioral or social science degree or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

B) Four years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

C) A combination of both specialized experience and education.
