Duties
Serves as an economic advisor for the DLA Strategic materials Strategic Planning and Market Research Directorate.
Conducts studies to determine and evaluate the economic implications of the National Defense Stockpile (NDS) programs.
Advises the Branch Chief and Director of Strategic Planning and Market Research in the formulation of economic and impact analyses used for planning and implementing the acquisitions and dispositions of strategic and critical materials for the NDS.
Evaluates the economic impact of major policy and legislative changes.
Studies the cause and effect of changes in the global marketplace and measures the overall impact on the domestic industrial base.
Monitors the overall economic analysis activity conducted by the division and provides authoritative guidance concerning model usage and the validity of results.
Responsible for model modification, and maintenance as well as the continual updating of the economic model resource bank.
Uses econometric models to determine optimal Government strategies for acquisitions and disposals of strategic materials.
Evaluates and assesses relevant econometric models to ascertain and measure the relevance of pricing trends for commodities traded in the global marketplace to identify the optimum tie to sell or produce the materials.
Analyzes economic factors that relate or impact the pricing trends.
Provides advice to contract officers prior to award determination, by reviewing, assessing, and analyzing the viability and economic soundness of the offers and proposals.
Develops congressional responses for materials that fall within the subject matter expertise of the incumbent.

Qualifications
To qualify for an Economist, your resume and supporting documentation must support:
A). Basic Requirement: A.) Degree in Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, OR B.) Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
B). Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Knowledge of economic principles and techniques in order to research domestic and international material markets for strategic and critical materials.
Applies economic principles and techniques to research domestic and international commodity markets for strategic and critical materials.
Skill in written and oral communications in order to prepare and present authoritative, comprehensive economic studies.
Utilizes accounting and financial techniques to make price and cost determinations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
