You will serve as a METEOROLOGIST in the OPERATIONS DEPARTMENT (N3) of FLT NUMER OCEANGPHY METEO CTR. GS-11: $90,310 - $117,400 GS-9: $74,642 - $97,034

Duties

You will upgrade, evaluate, and maintain METOC data assimilation and numerical modeling software to support operational context and automated systems that facilitate the validation and verification of METOC numerical analysis and forecast products. You will implement, upgrade, evaluate and maintain automated systems in support to acquire, decode, and assess quality of all types of METOC data and the algorithms needed to maximize the value of satellite and conventional data. You will present scientific results in support of FNMOC technical expert documentation in a general public or inter-agency form. You will participate in inter-agency working groups or committees to provide authoritative perspectives. You will install, test and run the Navy Global Environment Model (NAVEM) on the Joint Worldwide Intelligence Communications System (JWICS) network.

  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-11: In addition to the basic requirements your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of theoretical meteorology, including the dynamics of the atmosphere, mesoscale processes, and the application of computer methods of numerical weather analysis and prediction. Experience applying advanced theories, methods, and techniques of professional meteorology sufficient to improve forecast guidance. Experience applying knowledge of conventional meteorological in situ observing platforms and the algorithms used to produce environmental estimates and derived products. Experience applying knowledge of METOC satellites, their sensors, the algorithms used to produce environmental estimates, and the METOC products derived from satellite data. GS-9: In addition to the basic requirements your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying statistical methods and standard techniques for evaluating atmospheric numerical analysis and forecast products. Experience speaking in public and in technical writing. Experience using a programming language such as PERL and FORTRAN, an operating system such as LINUX, software and database configuration management, and visualization of data sets. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Basic Requirements:
  1. Degree: meteorology, atmospheric science, or other natural science major that included:
    1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
      1. Six semester hours of atmospheric dynamics and thermodynamics;*
      2. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
      3. Three semester hours of physical meteorology; and
      4. Two semester hours of remote sensing of the atmosphere and/or instrumentation.
    2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
    3. Three semester hours of ordinary differential equations.*
    4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.
OR
  1. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

There are no educational substitutions for basic requirements. Basic requirements are required for this position. However, the following are educational substitutions for specialized experience.


Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

GS-9:
There are no educational substitutions for basic requirements. Basic requirements are required for this position. However, the following are educational substitutions for specialized experience.


Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two years of progressively higher level graduate education leading to a master's degree.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
