Duties

The primary purpose of this position is: To serve as the Joint Electronic Warfare Center's NATO Electronic Warfare Database (NEDB) Manager. Generates recommendations for EW operations, policies, doctrine, strategies, approaches, and advises senior executive officials and national delegates of advantages and disadvantages of different approaches. Plans and manages the integration of parametric EW changes into the NEDB. Plans, organizes, and oversees the integration of parametric electronic warfare changes into the NATO Emitter Database (NEDB). Represents the JEWC, Joint Staff, and United States on electronic warfare matters within NATO. Analyzes, develops, and evaluates issues and recommends/implements changes to NATO EW Doctrine and Policy. Analyzes, develops, and evaluates NATO EW materiel and non-materiel capability gaps and recommended solutions. Performs Executive Agent management and coordination functions for the U.S. Relational Electromagnetic Systems Database (USRELMSDB).

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Employee must be able to obtain and maintain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access.

Qualifications

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes Knowledge of U.S. electromagnetic databases including, but not limited to: USRELMS, EWIR, KILTING, MIIDB and NATO Emitter Data Base (NEDB). Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. Expert knowledge and understanding of Signals Intelligence (SIGINT) to include collection, processing and distribution. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of U.S. electromagnetic databases including, but not limited to: USRELMS, EWIR, KILTING, MIIDB and NATO Emitter Data Base (NEDB). Knowledge of Electronic Warfare (EW) policies, entities, missions, resources, operations, capabilities, and requirements. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. Knowledge and experience in Electronic Warfare and Electromagnetic Spectrum Control to include mission, roles, functions, organizational structures, and operations of NATO, DoD, JCS, Combatant Commanders and other organizations to provide Command level guidance. Knowledge of the EW planning process and ability to analyze the reprogramming process, including exercise planning, simulation integration, and execution is required to effectively and efficiently coordinate changes, information, decisions, and requirements. Knowledge and expertise in the cultural or regional nuances of key NATO countries. Knowledge of Signals Intelligence (SIGINT) to include collection, processing and distribution. Ability to communicate effectively, articulate complex issues, both orally and in writing and exercise balanced, diplomatic judgment and originality in execution of US NEDB responsibilities. Ability to interact with senior executive civilians, US heads of delegation and national delegates, Joint Staff, combatant commands, NATO, Services, and other military organizations worldwide. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
