The New Jersey VA Healthcare system is currently recruiting for one Training Instructor for the Health Administration Service. The incumbent serves as the Access Program Coordinator for VA NJHCS and must also work closely and collaborate with the Medical Administration Service to accomplish his/her responsibilities and assigned tasks designed to improve access to care at VA NJHCS.
Duties
As the Access Program Coordinator, the incumbent is accountable for specific program development and training in the areas of Access-related directives that include expertise in interpretation, implementation, curriculum development, training, monitoring, report-outs, and action plans regarding all ACCESS-related directives.
The incumbent must possess experience and expertise in all of the aforementioned access-related areas. The incumbent will possess the experience and skills necessary to successfully comprehend, interpret, analyze, document, evaluate and advise leadership on clinical operational issues related to all aforementioned areas and curriculum/educational activities changes. The incumbent works independently to develop, implement, modify and evaluate all curricula, training modules, and educational classes related to the areas outlined above for all VA NJHCS ambulatory clinic supervisors and staff. This will require close interface with service chiefs and leadership to include MAS, Ambulatory Care Clinics (Primary Care, Mental Health, and Specialty), Business Office, Medical Cost accounting, OPMI, Education, and the Director's office. The incumbent provides technical assistance, coordination, and guidance to all services within VANJHCS on access-related issues outlined above that require the dissemination of new information and training, in particular, those that will require operational redesign with staff education and training. S/he is accountable for course development, training and surveys, module development, and technical assistance to facility system redesign personnel. The incumbent applies his/her specialized knowledge and expertise to develop, coordinate and promote a comprehensive program of leadership development and staff education activities with the goal of enhancing competence of leaders and staff, improving overall effectiveness in meeting customer needs related to VHA access to care directives and goals.
Curriculum Development and Programming
The incumbent develops curricula and educational programming for access related scheduling and clinic operational redesign. S/he then directs all phases of education and training, both short and long range, developmental planning, implementation and evaluation. S/he serves as the point of contact for development and initiation of both group and one-on- one training materials, programs and modules. S/he works independently to develop /or modify procedures, courses, training guides and plans, and seeks alternative training sources. S/he is responsible for preparing internal facility documents which specify local training development programs needs and progress with achieving facility training requirements. Works with all facility staff to identify and develop continuing education programs for facility quality improvement related to scheduling and other access-related system redesigns. Conducts formal and informal in-service and continuing education programs based on identified needs. Provides training to staff with the scheduling option and develops trainings for staff requiring new operational procedures to deliver and maintain access within ambulatory clinics. The incumbent applies adult learning principles and utilizes appropriate teaching methods and aids to enhance learning as required. Accountable for tracking/monitoring training results to determine successful comprehension and application of material presented within courses, training modules, and other educational delivery systems. Ensures all assigned training and development needs meet the requirements of VHA policy and directive guidance.
Analysis and Evaluation
The incumbent is accountable to review, analyze and evaluate training program outcomes to assess their quality and effectiveness. This includes analysis to determine comprehension and application within the clinic setting that results in desired access improvements and outcomes. Audits will also be created, performed and monitored routinely to assess the effectiveness of certain training programs and.modules. Written reports will be created to capture analysis and evaluation of training results. The incumbent works with Service/Section Chiefs and Supervisors to analyze and evaluate training program, identify deficiencies and develop effective solutions. Independently implements improvement plans to meet established goals and objectives.
Implementation and Coordination
Provides extensive planning, organization, analyses of accumulated data and information, and considerable coordination and integration within departments and services and any other required functional activities. Establishes new contacts within and outside the agency· to obtain required information to perform duties.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
To qualify at this Grade Level:
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with computer applications and software. Experience in facilitating in the granting of access or permissions for applications or department computer programs. Experience providing and/or facilitating in training needs for employees, curriculum development, action plans , training and surveys and monitoring and evaluating training goals. Position Requires knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity. Experience analyzing and interpreting data, reporting findings. Experience conducting audits. Experience with providing feedback and advising on operational procedures to leadership and executive staff. Ability to work independently with little to no supervision. Skill in preparing reports and presenting findings. Strong communication skills (Written and verbal) is needed. High level of attention to detail and technical competence is required. Strong Customer Service skills is required. Skill in Microsoft Office Suite products (Word, Excel, PowerPoint and Outlook). Physical Requirements: No special physical exertion is required. The regular and recurring work of the position involves sitting at a desk, conferences, meeting, etc., and occasional visits to activity work sites. Work requires periods of standing during training sessions and walking around in departments to observe operations. Work requires . carrying training materials to training sessions. Regular use of automobile and public conveyance is required to travel to training sites at CBOCs and Medical Centers.
