This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as the Technical Information Specialist providing oversight management and development of information and knowledge management systems, programs, and initiative.

Duties

Managing and providing oversight and development of information products. Identifying and evaluating old and new information sources and tools used in organizing and disseminating information. Supporting the planning, scope, design and direction of the district library, knowledge management systems, and other business process improvement initiatives for the organization. Evaluating existing processes and procedures to identify problem areas and recommend correction action.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Technical Information Specialist: Degree: Completion of a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled such as Library and Information Science, Information Technology Management, Library and Information Services, Information Science, Library media Studies, informatics, etc. (Note: You must attach a copy of your transcripts.) - OR - Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field (NOTE: Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.) - OR - Combination of Education and Experience: A combination of education and experience may be used to meet the basic requirement for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage divide your semester hours by 120. Then divide your total months of qualifying experience by 48. Add the two percentages. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) managing information by collecting and organizing technical documentation and resources and 2) administrating and/or maintaining automated information management systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
