DCSA's Program Executive Office (PEO) is seeking Program Analyst which oversees programs/projects by accomplishing a wide variety of duties that involve planning, executing, and implementing various programs/projects in support of the DCSA PEO portfolio of DoD Acquisition Programs. Responsibilities include Acquisition leadership for defining and implementing acquisition and contracting strategies, and acquisition workforce direction for Programs across the Agency. - This position requires Acquisition Workforce Practitioner/ Certification in Program Management, it is not essential prior to hiring, but must be accomplished within 24 months after entry into this or an Acquisition designated position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG- 12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Researching, organizing, conducting, and managing complex projects and planning strategies used to implement projects and programs in accordance with the Adaptive Acquisition Framework Acquisition Pathways.
Monitoring and controlling costs, schedules, performance, and risks though use of Integrated Project Teams (IPTS) and working groups,
Coordinating with key functional stakeholders involved with mission and enabling activities to further agency initiatives and define overall program/project goals and objective,
Prepare and present oral and written briefings and Program reviews to communicate program status and metrics to Stakeholders and Leadership
Specifically you will be evaluated on the following competencies:
1.Program Management - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities.
2.Program Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
3.Process Management - Develops and monitors processes and organizes resources to achieve desired results.
4. Stakeholder Management- Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative).
5.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
