The incumbent is responsible for planning, implementation and operational management of a complete Interior Design program for a VA organization. This requires incumbent to plan and coordinate the activities of other individuals, commercial vendors and to serve as liaison with same. The position requires unique and non-recurring situations requiring independent judgment and interpretation/application of VA, OSHA, JCAHO, NFPA and local policies.

Duties

- The Interior Designer provides complete, from concept to installation, interior design services for the organization to include satellite facilities. Duties include performing and managing work related to the design of interior environments in order to promote employee productivity, health, and welfare, and/or the health and welfare of the public. - The Interior Designer provides plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation; reviews Architect/Engineer submittals for compliance with VA regulations and facility design criteria. Acts as a technical representative for design and finish specifications matters. Influences design of new construction from conception through activation by an in-depth knowledge of use requirements and availability of furnishings to fulfill these requirements; ensures that appropriately designed color schemes are formulated for all renovation and new construction projects. - Develops and maintains a schedule of short and long range interior-improvement projects for the facility through the 5-year interior design plan and other programs to identify existing and future project needs. This includes preparation of the operating budget, floor plans and space layouts, finish schedules, presentation boards and submittals, and accurate cost-estimates. - Originates orders for furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and all other interior design-related accoutrements. Selects items based upon: patient, visitor, and staff needs; VA and facility standards, General Services Administration (GSA) contract sources; and available resources. - The Interior Designer maintains interior/exterior signage and directional graphics to comply with "Signage Systems Standards Manual", M-00-2. Coordinates the installation of new signage and ensures the efficacy of signage/directional graphics in areas where new and existing intersect. Ensures that the new signage/directional graphics meet the requirements of The Joint Commission (TJC) and the Americans with Disabilities Act (ADA) as applicable and effectively informs/directs patients, visitors, and staff. - Performs other related duties as assigned. Work Schedule: 8am-4:30pm, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Factor 1- Knowledge Required by the Position A thorough knowledge of the fundamental principles and theories of interior design and space planning is needed to perform work assignments. Knowledge of the fundamentals of Commercial/ Institutional/Barrier Free Design is required. Knowledge of a variety of methods, techniques, and materials used in architectural and interior design needs for the facility, including construction knowledge and skill to prepare all necessary scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication; Knowledge of allied fields of activity or disciplines involved in or concerned with the interior design of historic structures.; Knowledge of building system (electrical, mechanical, lighting, plumbing, ventilation, acoustical, etc.) and construction techniques to understand their effects on interior space design. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
