The incumbent reports to the Facility Telehealth coordinator ( FTC). The position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout the Northport VA Medical Center. The setting includes 5 VA community clinics, Primary care telehealth outpatient clinics, specialty synchronous telehealth clinics and asynchronous telehealth clinics.

Duties

Manages critical operations of all technologies utilized by Telehealth and connected care programs. Manages new telehealth and connected care equipment implementations to including technology equipment review, testing, configuration, installation, security, and verification of equipment's integration into existing IT network. Serves as the technical SME and technical team leader for the integration of Telehealth and connected care technologies into associated systems and products, such as scheduling interfaces and other future integration projects. Responsible for the dissemination of updated information as it relates to IT, Telehealth equipment management and contracts. Assist the appropriate IT staff to ensure that IT-related issues are appropriately addressed. Key representative for committees and meetings relevant to IT, Telehealth Equipment contracts and equipment management, resource management, telehealth and connected care workload monitoring and data management as required. Provides project management support related to technologies to assist in defining scope and deliverables, establishing timelines and target dates, and ensuring routine reports and complete documentation about the technology aspects. Identifies and corrects any training deficiencies that are identified concerning telehealth and connected care technologies and/or processes. Develops, refines, implements, and evaluates short and long-term strategic plans for telehealth and connected car technologies ensuring that deployment aligns with performance measures in collaboration with the supervisor, FTC, and/or VISN lead. Recommends adjustments to telehealth and connected car programs, projects, and studies to resolve problems and to improve operations and efficiencies in telehealth technology management and strategic planning. Works to identify and correct any training deficiencies that are identified concerning telehealth and connected care technologies and/or processes. Work Schedule: 7am-3:30pm, Monday - Friday Telework: Ad. Hoc. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a technical expertise in the processes associated with telehealth and connected care technologies. As such, must have expert-level knowledge of telehealth and connected care principles, policies, guidelines, clinical pathways, coding, and related data, since the major role of the position is functioning as key member of the telehealth program overseeing daily operations of the telehealth and connected care technology infrastructure. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You will be rated on the following Competencies for this position: Administration and ManagementConfiguration ManagementInformation Technology Program Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. The work is usually performed in an office environment, clinical spaces, meeting rooms or similar settings.
