This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction.
The primary purpose of this position is to develop strategies to enable operational partners to prevent weapons of mass destruction use against the Homeland and promote readiness for chemical, biological, radiological, nuclear, and health security threats.
This is a non-bargaining unit position.
Duties
As a Program Manager, GS-0340-15, your typical work assignments may include:
Establishing and implementing initiatives as required, (demonstrated experience) project management practices and reporting systems. With understanding of criteria, standards and performance metrics for evaluations of efforts.
Recommending actions necessary to maintain or improving the quality and quantity of operational services, introducing or refining automation, reorganizing operating units, reassigning personnel, and proposing the increase of organization resources.
Collecting relevant information from many varied sources, some of which are difficult to access.
Serving as an authorization source of consultation for acquisition program staff and supporting project managers.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Performing administrative and human resource management functions related to the staff supervised, establishes guidelines and performance expectations for staff members.
Assisting in determining the needs for written policies and procedures, overseeing the development of policies and procedures, and reviewing and recommending approval upon completion.
Consulting with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and systems, such as developing staffing standards for new or substantially altered program functions.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

This is a Drug Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the Department in a TDP.
Political Appointee is an appointment made by the President without confirmation by the Senate (5 CFR 213.3102(c)) OR an assistant position to a top-level federal official if filled by a person designated by the President as a White House Fellow (5 CFR 213.3102(z)). A Schedule C appointee occupies a position excepted from the competitive service by the President, or by the Director of OPM, because of the confidential or policy-determining nature of the position duties (5 CFR 213.3301 and 5 CFR 213.3302). A Non-career SES appointee is approved by the White House and serves at the pleasure of the appointing official without time limitations (5 CFR 317 Subpart F).
