About the Position: This position is a Program Analyst with the Army Corps of Engineers, Nashville District, Operations Division, located in Carthage, TN. The main type of duties in this position will be related to operating and maintaining budgetary programs.

Duties

Develop and maintain the operating budget for the Operations Division. Monitor cost and the annual fiscal planning in order to assist with the annual work plan for the organization. Evaluate financial documents to identify potential problems and trends. Prepare reports on the operations budget progress and make recommendations to managers. Provide information to budget office and management regarding adjustments needed in program operations and/or funding based on funding and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

To qualify at the GS-07 grade level, you must have: Specialized Experience: One year of specialized experience which includes assisting with a variety of budget practices, procedures, regulations, precedents, policies, and guides that pertain to analyzing and evaluating aspects of the operating and budgetary programs; using automated financial management system and applicable regulations and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05); OR Education: Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business Administration, Financial Management/Accounting. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: Have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Have the specialized experience as described above, but less than one year; and I have some graduate education as described above, but less than the required one year. Have computed the percentage of the requirements that meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). To qualify at the GS-09 grade level, you must have: Specialized Experience: One-year specialized experience which includes performing analytical and evaluative work on operating and budgetary programs; compiling program data; utilizing a financial automated systems to generate reports, monitor expenditures, and developing actual and projected annual budget plan. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07) OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management/Accounting; OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-07: 52 weeks at the GS-05 grade level. GS-09: 52 weeks at the GS-07 grade level.
