The primary purpose of this position: To assist the Education Services Officer (ESO) in providing professional and specialized administrative and technical assistance in the development and operation of all education and training services programs. *** Salary ranges include local market supplements *** The organizational location of this position is: 707th Force Support Squadron (707th FSS), Education and Training (FSDE), Fort Meade, MD.

Duties

DUTY 1: Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. DUTY 2: Consistently assesses overall program effectiveness by sampling student, instructor, and commanders' needs, validating suggestions and complaints, examining drop-out rates and enrollment trends. DUTY 3: Plans and administers a variety of education programs that range from basic education programs to master's degree programs in order to meet the needs of the active-duty personnel and DoD civilians. DUTY 4: Serves as the installation technical expert for the Community College of the Air Force (CCAF). DUTY 5: Performs a variety of outreach to promote educational programs. DUTY 6: Performs a variety of administrative and customer service duties related to the educational counseling program and military testing program.

  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination.
  • The employee may be required to travel on military and commercial aircraft.
  • Must meet the positive education requirements as stipulated by US OPM for the 1740 occupational series.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or?? holidays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT FOR GG-1740 POSITIONS: A degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2): Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Kowledge of education theories, concepts, principles, and practices applicable to a wide range of duties in the broad area of education to include career planning, educational and interest testing, and professional military education. Professional knowledge of a wide range of education services, policies, and regulations to deliver programs and services which include coordination of logistical support with academic institutions and scheduling activities. OR EDUCATION: Successful completion of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of education theories, principles and practices of secondary and adult continuing education and accrediting processes to include the structure, function, and goals of the national, state, local and regional education community. 2. Knowledge of current methods, procedures, and techniques used in military education and ability to develop and offer special program courses as required and understanding of military professional development. 3. Skill in adapting and extending applicable education principles and methods in identifying exemplary and inadequate practices or techniques and recommending alternative steps or remedial action to resolve problems. 4. Ability to communicate effectively, both orally and in writing. 5. Ability to plan and organize independently and to collect, interpret and analyze data. 6. Ability to design and develop curriculum for adult educational or vocational programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
