This National Guard position is for a TRAINING TECHNICIAN, Position Description Number D2509000 and is part of the OH 121 Air Refueling Wing, Ohio Air National Guard. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to initiate, research, develop, manage, and control training programs.

Duties

As a TRAINING TECHNICIAN, GS-1702-9, you will perform the following duties: 1. Plans, organizes, leads, and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records systems and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Based on the distribution of skills, job proficiency, evaluations, technical evaluation, tests, etc., prepares training schedules and course outlines and determines the means by which such training can be attained; i.e., formal off base training, Field Training Detachments, Mobile Training Detachments, classroom, etc. where satisfactory arrangements cannot be made, seeks the assistance of Host Wing/Base Education and Training office or higher headquarters where no Wing/Base Education and Training Office exists. Through a planned training control program, ensures a balance of skills and skill levels within the Group's span of control. Manages the classification system to ensure all MXG personnel meet the mandatory requirements and are awarded the correct Air Force Specialty Code (AFSC). Processes classification actions in the Maintenance Information System (MIS) and initiates an AF form 2096s for classification changes. Plans, compiles, prioritizes, and forecasts requirements for formal school training for out-years based on retirements and other attrition projections, conversion of weapons systems, etc. and screens out-of-cycle training requests. Confers with NGB functional managers and Base Education and Training Manager (BETM) on waivers for positions and identifies education and specialty qualifications requirements. Tracks survey completions. Chairs and conducts meetings with management to resolve critical or controversial training issues. Coordinates and implements Maintenance Group (MXG) commander's policies. Plans, organizes, and evaluates all elements of education, training, and Distance Learning programs for the MXG. 2. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program for 15 to 20 AFSCs. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Conducts unit in and out-processing of personnel to include Permanent Change of Station, ETS and deploying personnel. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Familiarize Group staff with training concepts, scope, methods, and procedures. Coordinates and disseminates training policy and program changes to supervisors and trainers. Advises Group staff and training activities with developing training programs and recommends cost-effective methods to meet qualification and skill level upgrade requirements. Advises/coordinates authorized Mission Essential Skills Training (MEST) days with Maintenance Commanders. Maintains the Special Certification Roster (SCR) as required by AF and MAJCOM guidance. Requests training support by identifying available resources and coordinating with other sources. Collects and analyzes trend data and provides recommendations to supervisors. Briefs the Group Commander at least quarterly on the Status of Training (SOT). Group-level OPR for occupational surveys, training feedback, and external training evaluations. Provides guidance to supervisors on all training related manners. Validates schools (Formal, Type 6 and Advance Distance Learning), advises Group staff in screening and prioritizing officer and enlisted school requirements. Establishes and maintains individual training files for Group staff in upgrade training. 3. Qualifications

GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
