This position of Administrative Officer provides specialized support to the Chief of Spinal Cord Injury/ Disorders and SCI-LTC -RCF Service Line (community living center) Service Line, Edward Hines, Jr. VA Hospital in Hines, IL, a Complexity Level 1-A facility.

The primary role of this position is to provide qualitative and quantitative analysis to determine efficacy of operational and administrative aspects of major program initiatives and issues within the service and across VISN lines. Provides for the resolution of a wide variety of complex management activities encompassing administrative and professional/clinical aspects for planning, execution and administration of health care services for the service line. This position provides for the coordination of all SCI patient events with facilities within and outside of VISN 12.
It is the incumbent's responsibility to provide the Chief, Spinal Cord Injury/Disorders and SCI-CLC Service Line, with full information and specific recommendations concerning all administrative aspects required for sound and proper management concepts and determinations. The Spinal Cord Injury/Disorders and SCI-CLC Service Line consists of outpatient care clinics, sub-specialty outpatient care clinics and inpatient care related to the following clinical areas: Acute SCI Rehabilitation, Comprehensive Preventative Evaluations, SCI-Home Care Services, Respite Care Services, Long Term and Community Living Care, Home Improvement and Structural Alterations (HISA) Grants and Home Evaluations, SCI Center for Peer Services, Programs and Referrals, SCI Continuum of Care Clinic Support Services, Outpatient Rehabilitation Evaluation and Maintenance Clinics.
The incumbent documents the need for, and maintains an awareness of, available resources and makes recommendations to the Chief, Spinal Cord Injury/Disorders and SCI-CLC Service Line as well as Medical Center leadership regarding needs, distribution, and redistribution of resources. Incumbent has technical and administrative responsibility for planning, developing, administering, evaluating, controlling all aspects of Fund Control Point(s) for the unit. within Spinal Cord Injury/Disorders and SCI-CLC Service Line.
Acts as the service line Contracting Officer Representative (COR), actively involved with contract negotiation and management, to include contracts for specialized surfaces (e.g., beds); contracts for DME (e.g., exoskeleton). Such contracts are negotiated as appropriate within and in conjunction with the contracting rules of the GLAC. S/he will propose, develop, evaluate, and modify organizational structure and systems.
The incumbent develops recommendations for both long and short-range policies and plans for the Spinal Cord Injury/Disorders and SCI-CLC Service Line by coordinating data and input by the Chief and management within the service as appropriate, utilizing specialized knowledge of the service line to incorporate complex and often conflicting information. The incumbent is responsible for ordering all equipment needed for SCI/D clinical operations and assumes the role of custodial official for equipment in SCI/D service. The incumbent needs to be experienced in Data management, able to prepare monthly productivity reports.
Serves as the key figure in administrative coordination of the SCI Service System of Care Continuum for the SCl/D Service Line and is responsible to the Chief for ensuring effective and timely adherence to established guidelines, directives, and requirements of the National System of SCl/D Care.
The incumbent participate in all the surveys[Paralyzed veterans organization, CARF, Long term care survey , Joint commission surveys by providing the necessary data and develops responses for their reports on timely manner.
The incumbent manages all aspects of personnel administration and personnel processes including position management, grievance procedures, and makes recommendations regarding performance awards, performance standards, and disciplinary actions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: fiscal management such as developing multiple budget requests, identifying fiscal problems and anticipating future requirements; operations management such as acting as a liaison throughout the hospital, submitting administrative reports, providing oversight of administrative staff, planning and developing programs, managing purchases, actively involved in the selection of new administrative personnel, and assisting in the recruitment of staff members; advising and assisting in selection project personnel and developing systems in submission of research proposals; as well as coordinating support activities such as acquisition of supplies and services, personnel services, fiscal services, graphics, building management, engineering, maintenance, and telecommunications. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral or possess a Ph.D. or equivalent doctoral degree related to this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the second full year is creditable toward meeting this requirement.

Physical Requirements: Duties are generally sedentary in nature with occasional travel to national meetings, or the field offices. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
