DCSA's Human Capital Management Office (HCMO) is seeking a Human Resources Specialist (Policy). In this role, you will develop or revise agency-wide HR policies, memoranda, and guidance. You will also provide technical advice on HR policy, directives, and guidelines. This work involves robust knowledge across HR functional program areas such as Staffing, Position Management, Employee Relations, Performance Management, Compensation, Awards, Leave, and Employee Development.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Draft new or revised policy regulations and memoranda for an organization or agency. Independently plan and carry out complex projects and studies to identify and resolve problems pertaining to the HR policy functional area, as well as other special programs. Research HR laws, policies, regulations and reference material; analyzing information, selecting appropriate approach, and recommending corrective actions. Provide technical advice on policy, directives and guidelines on a full range of matters pertinent to policy. Specifically you will be evaluated on the following competencies: Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations. Legislation, Policy and Procedure Research: Understands, researches and analyzes legislation, regulations, policies, and/or processes in order to provide an organization with a consistent, well-defined infrastructure. Policy Coordination: The practice of collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives and Instructions. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Substitution of education may not be used in lieu of specialized experience for this grade level.
