THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST, Position Description Number T5181000 and is part of the KS State Aviation Office, National Guard.
Duties
As a PROGRAM ANALYST, GS-0343-09, you will serve as the analyst responsible for accomplishing program planning, budgeting, analysis and evaluation of Army National Guard aviation programs in a state. Perform other duties as assigned.
Requirements
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Work may require access to classified information. Must be able to obtain and maintain a secret security clearance within one year of appointment.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and overtime hours may be required to support operational requirements or contingencies.
- ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"
- Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Must be able to obtain and maintain a Secret clearance within a year of appointment.
Qualifications
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to at least a GS07. Experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.
Education: Not required however a minimum of bachelor's in finance or business is highly preferred.
Physical Demands: The work is primarily sedentary, requiring no special physical demands.
Work Environment: Work is performed in a typical office setting. Occasional travel by any means of govern mentor public transportation may be required.
