Duties
As a Supervisory Apprenticeship and Training Representative, your duties include, but are not limited to, the following:
Serves as the spokesperson and focal point for broad region-wide workforce development system policy and issues related to the Office of Apprenticeship.
Serves as the Apprenticeship Program Lead and primary point of contact for the implementation of new industry programs in the Region.
Serve as sole Regional Director responsible for managing, directing, supervising, staffing, coordinating and evaluating functions and/or activities through subordinate supervisors throughout the region.
Oversees the coordination of State and local OA offices throughout the Region in support of ETA goals for apprenticeship and crosscutting registered apprenticeship and workforce development activities.
Coordinates the resolution of issues, and implementation of action plans as appropriate, ensuring that all office efforts are strategically aligned in furtherance of evolving an effective National Apprenticeship system that benefits America's workplace and employers.
Reviews issues and resolving critical problems.
Makes decisions on work problems presented by subordinate supervisors and on training costs that are costly, non-routine, or controversial issues.
Administers the Regional OA program within delegated authority from the National Deputy Administrator and establishes Regional OA polices and plans, and directs activities designed to meet requirements and objectives of the National OA program goals and delivery of quality services to youth, adults, management and labor organizations; interprets and implements National OA policy within the region, makes significant contributions to the development of policy at the National Level and success of the program at the Regional Level.
Reviews and assesses the impact of Federal and State court decisions concerning Civil Rights laws in apprenticeship, employment and training, in the conduct of the agency's EEO responsibilities, and makes appropriate changes.
Promotes and leads organizational change, leveraging its impact to enhance workforce development systems.
Develops plans to convert strategic goals into actions.
Analyzes and appraises the means by which program progress and accomplishments are measured and takes action to change or modify programs, as appropriate.
Plans, develops, designs, coordinates, implements and maintains major aspects of varied difficult, complex and highly technical workforce training activities.
Functions as senior expert on Registered Apprenticeship and workforce development policies, systems, procedures and activities; incumbent's advice and recommendations affect the overall direction of the program.
The Regional Director must possess highly developed skills in communications, negotiations, conflict resolution, and leadership to address the interest of a diverse array of customers, stakeholders, constituents, and State Apprenticeship Agencies who perceive ETA programs and initiatives as presenting significant organizational or philosophical conflicts to their own interest.
Develops performance standards.
Develops policies, plans and directs activities designed to meet office requirements and objectives for the National Apprenticeship System under Title 29 CFR Part 29 and Title 20 CFR Part 30.

Qualifications
The Apprenticeship and Training Series, GS-0243, has basic requirements for positions covered by this standard. Applicants must meet both the basic requirements (IOR) and Specialized Experience for the specific grade level to qualify.
Individual Occupational Requirement (IOR): Specialized Experience (for positions above GS-5): Experience in the development or administration of apprenticeship programs or other occupational training programs involving the systematic development of worker skills on the job. This experience must have demonstrated:
Knowledge of the functions, purposes, and practices of apprenticeship or other industrial training; and understanding of the knowledge, skills, and techniques involved in the practice of apprenticeable trades;
Knowledge of the practices, operations, and content of occupations in one or more fields;
Knowledge of training methods and related worker utilization practices for the improvement and better use of workers' skills; and the ability to apply this knowledge in identifying work force and training problems, analyzing such problems, and advising on their solution;
Understanding of industrial relations problems and practices and of the traditions and attitudes of labor and management in relation to programs involving apprenticeship or other training on the job; and
Ability to deal effectively with management, labor, and other appropriate officials on training matters.
Examples of qualifying specialized experience include:
Working member of a functioning joint apprenticeship committee.
Employer training official or officer of a union or trade association whose duties included the development or administration of an apprenticeship program or other industrial training program.
Coordinator or director of a training program for apprenticeable occupations or other training activities.
Training representative or administrator in the field of apprenticeship, working with labor or management.
Vocational teacher or instructor in an apprenticeable occupation.
In additional to meeting the IOR requirement, for the GS-15 grade level: You must meet the Specialized Experience to qualify for Apprenticeship and Training Representative, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service or equivalent pay.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes at least 3 of the 5 of the following:
Experience communicating guidance to staff on policy direction, strategic goals, program expansion opportunities, diversity and access, and resources available to carry out the agency's business.
Experience managing daily operations including the administration of budgets and utilizing personnel for optimal program performance.
Experience promoting the expansion of workforce development strategies.
Experience establishing program policies, goals and objectives, priorities, and procedures to maximize program efficiency.
Experience making recommendations to officials on change management opportunities and increasing program quality effectiveness.
