The position is located in the Kayenta Service Unit, Division of Administrative Services, Facility Management Branch, Quarters Unit, Kayenta, Arizona. This position serves as the Kayenta Health Center (KHC) Housing Officer. The incumbent is responsible for administering the housing program and managing the operation and utilization of family housing facilities and other assets in association with the Facility Maintenance Services.

Duties

The incumbent: Housing Management Duties: Develops overall plans and procedures for housing administration, tenant relations, assignment, eligibility requirements, terminations, inspections, occupancy practices, maintenance conditions and repairs, conservation of utilities, and related housing activities. Routinely update quarters conditions through IHS electronic reporting system: Healthcare Facilities Data System (HFDS) portal, Backlog of Essential Maintenance Alteration and Repair (BEMAR), and Facilities Engineering Program Plan (FEPPS). Submits annual reports to KHC Acquisitions, KHC Finance, NAO Engineering and KSU CEO to plan for correction of facility deficiencies. Responsible for the maintenance of housing structure, landscaping including common areas, roads, sidewalks, erosion control berms and recreational facilities. Financial/Billing Duties: Prepares and issues bill of collection for quarters rental cost and reimbursement for damages beyond normal wear and tear and/or non-cleaning of government quarters. Work closely with Finance Department to ensure payment from tenant is received. Generates monthly reports for Finance Department for auditing of payroll deduction payments received. Prepares and submits acquisition supporting document (i.e., statement of work (SOW), independent government cost estimate (IGCE), vendor data sheet, CPARs, and quotes) for supplies, equipment and/or services. Services as Contracting Officer Representative (COR) for service project request. Incumbent is the technical expert for all projects requested. Supervisory Duties: Responsible for planning, implementing, monitoring and evaluating subordinates' daily work assignments in inventory, janitorial duties, maintenance and repair of Government quarters and grounds keeping. Obtains supplies and equipment for work activities and assignments, prepares housing for occupancy. Creates long-range work plan for major repairs, appliance and equipment replacement, housing inspection and maintains record management. Ensures compliance with IHS, NAIHS and service unit policies, procedures and accrediting agencies. Provides explanation on the inter-relationship of various facets of the housing operations and functions related to specific situations or problems. Travel and Transportation Management: Arranges transportation of household goods and provides travel assistance, including claims for damage, storage, etc. Provides interpretation of federal policy on transportation of house hold goods, equipment, and supplies. Prepares and processes Government Bill of Lading (GBL). Designated as the authorized Transportation Officer to sign for shipments of material and household goods for all civil service employees and Commissioned officer. Coordinates and maintains transport arrangements with national carriers and advises service unit employees on the GBL procedures.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-10: One year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience include - Maintaining relationship with housing tenants and departments to inform them of service needs and other housing issues; provide support and guidance to maintain the overall function of the housing program; Improve and update policies and procedures to ensure compliance with regulations; develop fiscal year project plans and progress reports; Provide Monthly reporting on operations and maintenance projects. SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below: Ability to motivate, train and work effectively with subordinates who have a variety of background and training. Ability to accomplish the quality and quantity of work expected with set limits of cost and time. Ability to plan own work and carry out assignments effectively. Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work. Ability to understand and further manage goals as these affect day-to-day work operations. Ability to develop improvements in or design new work methods and procedures. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
