This position is located within the Supply Chain Management Service Line. The principal duties and responsibilities of the position has seven (7) main components: Internal/External Distribution; Facility Reproduction; Mail Analysis; Process Outgoing Mail; Controlled Mail; Facility Education; ADP/Mail Security and CMOP/Pharmacy processing.
Duties
The Mail Clerk responsibilities is to receives all facility mail from external sources, e.g., US Postal Service (USPS); United Parcel Service (UPS); Federal Express (FedEx); etc. Receipting and handling of hazardous and/or perishable materials, urgent and sensitive documents (e.g., Express Mail, Priority Mail, etc.) varies among the different carriers but generally requires employee signature acknowledging receipt. The duties included but not limited to:
Receives and separates facility internal mail for redistribution within the facility from mail to be delivered externally.
Responsible for ordering, receiving, processing and shipment of burial flags to 237 US Post Offices within the States.
Maintains publications control and suspense for the distribution and delivery of official VA and VHA publications to the appropriate offices.
Assesses urgency and sensitivity of incoming Express Mail, Priority Mail, overnight deliveries, hazardous and perishable materials for proper handling and delivery.
Assesses mail to identify any suspicious packaging.
Requests for expedited or special mail services (e.g., registered, return receipt, BRM, Express Mail, Priority Mail, etc.) shall be assessed, approved, or denied by the incumbent based upon professional knowledge and experience, published guidelines, availability of funds and personal knowledge of the immediate situation.
Incumbent is expected to exercise sound personal judgment in the approval and disapproval of these services. Such decisions are normally made independently and are subject to review only upon appeal.
Prepares outgoing mail for processing by sorting into accounting groups, sub-grouping by class of service and further sorting by machine.
Incumbent determining payment entitlement and disbursement of funds without further review or controls upon the process.
Incumbent is responsible for ensuring funds are transferred from the Facility Postage (CAPS) account as required, to appropriate metering system to prevent interruption in the mailroom daily operations.
Uses the printer on a continuous basis at various stages of the printing process; checking to see that the work is acceptable and meets all requirements of the ordering office.
Utilizes technical guides and specialized equipment features for setup, troubleshooting and correction of system problems.
Incumbent has overall responsibility and accountability for all Pharmacy packages that have been received or picked up for shipment by the mailroom, to include scanning packages daily into the Send Suite Packaging Tracking System for complete tracking.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: receiving and consolidating mail; distributing incoming and outgoing mail; processing of express mail, certified mail, business reply mail and ground shipment of bulk items; and performing clerical duties related to mail handling to include sorting, counting, or stamping mail. OR,
Substitution of Education for Experience: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial and technical school. (Copy of transcripts must be submitted with application and must reflect credit hours/grades earned and degree conferred date, if applicable.) . OR,
Combination of Education and Experience: Equivalent combination of successfully completed post-high school education and experience may be used to meet the total experience requirement at the GS-5 grade level. Education must be in excess of first 2 year of post-high school education to be considered as described in experience and education. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The position places several physical demands upon the incumbent. Deliver; routes require extensive walking and travel outside between eight (8) buildings regardless of the weather. Work requires standing and walking for extended periods and may require using stairs. In addition, bending, lifting, and carrying of moderately heavy mail bags and packages (up to 70 pounds); pushing mail carts and mail tubs to deliver mail and packages throughout the hospital, and pushing mail tubs outside the building for the USPS carrier to load. The position requires the operation of a Cushman motorized vehicle, Cushman Electric Tug with a trailer on the facility grounds and a government owned vehicle to provide mail delivery and to pick up multiple points in downtown Columbia. Mail Clerks must possess the physical stamina to load and unload these vehicles by themselves on the external run.
