***THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.*** This position is for a Heavy Mobile Equipment Mechanic (Supervisor), Position Description Number D2430000 located at the 165th Logistics Readiness Squadron in Garden City, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Open to current members of the 165th Logistics Readiness Squadron.

Duties

As a Heavy Mobile Equipment Mechanic (Supervisor), WS-5803-10, you will: Perform work planning responsibilities for the Vehicle Management Flight. Plan on a quarterly or longer basis the overall use of personnel and other resources. Determine resource requirements, materials, number of employees and the types of skill necessary to accomplish long range work schedules. Allocate resources and distribute work to organizational segments or groups under their control. Analyze work plans developed by subordinate supervisors and work leaders and monitor the status of that work in relation to the overall schedule requirements, including unanticipated or emergency requirements. Coordinate changes that are not under the subordinate supervisor or work leader's control but would modify or deviate overall work schedules or affect the work operations supervised. Provide information and advice to higher level supervisors, management officials, and staff organizations on feasibility of work assignments, budget estimates, and workload data to assist in developing or reviewing proposed long-range schedules and work requirements. May participate with superiors in planning conferences and meetings. Perform work direction responsibilities. Assign and explain work requirements and operating instructions to subordinates and set deadlines and establish the sequence of work operations to be followed. Maintain balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Review and analyze work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems. Note and investigate work related problems and independently implement corrective actions which can be taken without affecting work operations controlled by other supervisors. Participate with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluate work operations and review completed work and inspection reports to assure that standards are met. Coordinate work operations with the supervisors of other organizations and functions. Perform administration responsibilities. Participate with the subordinate supervisors, work leader, and employees in the development of performance plans. Advise them in advance of performance expectations. Provide feedback on strengths and weaknesses. Appraise performance of subordinate employees in accordance with regulations. Reward or use corrective action, as needed, in performance management. Resolve grievances and complaints, keeping higher levels of management informed as to their disposition. Explain classification determinations to subordinate employees. Restructure positions when necessary to achieve the most effective and economical utilization of personnel. Assure that the subordinate supervisors, work leaders, and employees effectively carry out policies to achieve management objectives. Recommend promotion or reassignment of subordinate employees and determines their training needs. Schedule leave of subordinate employees, review personnel actions and performance appraisals initiated by subordinates, and act on personnel problems referred. Maintain administrative records. Serve as a management representative at hearings, meetings, and negotiations involving labor management relations. Perform the non-supervisory work of the function as needed. Ensure education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensure employees with access to classified information comply with security directives. Report all known security violations to the proper authority immediately when discovered. Submit reports in accordance with reporting directives. Ensure safety equipment and protective clothing/gear are worn when mandated by regulations. Report any condition which might pose a hazard to safety or health to the appropriate authority as soon as possible after detection. Requirements

  • Must be able to obtain and maintain the appropriate security clearance of the position. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

Qualifications

Specialized Experience: Candidate must possess at least 36 months experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel; experience which required the review of work requirements and establish priorities to meet deadlines; experience that provided knowledge of various lines of work performed by this function; experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; experience in adapting existing equipment and techniques to new situations. Physical Effort: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights. Working Conditions: Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods.
