This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Physical Therapist is an independent health care professional, responsible for providing clinical evaluation, assessment, and treatment interventions across a full range of patient populations. The staff physical therapist also assists in the growth and development of the department and the profession through participation in educational activities, quality improvement initiatives, and programs as assigned. The duties and responsibilities are primarily carried out at the CLC and inpatient care areas but may also include urgent care and outpatient care services at the Roseburg VA HealthCare Center, under the Physical Therapy Department within Geriatric, Rehab and Extended Care Services of the Roseburg VA Healthcare System.
A Clinical:
1) Ability to make autonomous clinical decisions in an Inpatient/Outpatient Physical Therapy environment.
Skilled in performing examinations and evaluations of individuals who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal neuromuscular, cardiovascular, pulmonary, and/or integumentary systems while considering the effects attributable to unique psychosocial and environmental factors.
Ability to interpret findings from examination and evaluation, select appropriate test and measures, and integrate findings into the physical therapy plan of care for the full range of patient populations.
Ability to establish a diagnosis within the scope of physical therapy and identify the appropriate rehabilitation intervention, including referral to another provider for further consultation as clinically indicated. Consultation with more experienced therapists for specific condition or treatment approached is expected and appropriate.
Ability to determine physical therapy prognosis by incorporating examination findings with the patient's preferences for meaningful level of function in order to set clinically appropriate treatment goals, optimize outcomes and maximize functional independence.
Select appropriate equipment needed for treatment, to substitute for loss of function or to substitute for limited function of individuals where course of care requires adaptation or full restoration of function cannot be achieved.
Recognizes adverse reaction to treatment and initiates effective action immediately.
Ensures appropriate patient referrals and discharge planning in concert with the Physical Therapy and Medical Center staff.
2) Independently assess patient response to treatment, progresses towards goals, change in condition or patient self-directed goal needs in order to timely modifying and update plan of care as to meet standards of care.
3) Develops treatment programs for physical therapy assistants for appropriate patients and oversees their treatments.
4) Participates as the PT representative on interdisciplinary teams.
5) Completes home evaluations as indicated for practice setting to maintain safety and independence in the home setting per department and Medical Center guidelines.
6) Works in general assignment areas of facility where physical therapy services are deemed necessary (inpatient acute, inpatient rehab, MH program(s), outpatient, embedding in primary care or ED clinic, etc)
7) Works within regulatory guidelines to facilitate coordination with approved vendors in attaining needed bracing and equipment to maximize functional outcomes.
B. Education:
1) Provides orientation, training and acts as resource to staff as subject matter experts.
2) Provides or assists in clinical training programs and supervision of physical
therapy/physical therapist assistant students. Provides feedback about student's progress and performance.
3) Keeps current of principles and techniques of physical therapy through professional literature, in-service programs and continuing education, independent study, etc in order to meet profession licensing requirements and stay abreast of current best-practices.
4) Provides in-services and patient education programs as indicated.
5) Completes the annual training/education required by the facility as mandatory.
C. Professional/ Administrative
1) Maintains documentation in accordance with hospital and regulatory bodies' requirements.
2) Assures that timely Return-to-clinic orders are used utilizing the most current
form/program.
3) Maintains patient records, equipment orders and submits other data (i.e. FIM, billing/coding, MDS) as required by section, service and medical center.

Qualifications
Basic Requirements:
United States Citizenship - Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education and Experience - H The individual must meet at least one of the requirements below:(1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist; OR (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist; OR (3) Doctorate degree in physical therapy.
Note- Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students.
Note- Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.
Licensure - Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Exception- Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.
English Language Proficiency - Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English.

GS-11 (Entry Level)
Requirements:

GS-12 (Full Performance Level)
Requirements:
Education, Experience and Licensure: In addition to the basic requirements, candidates must possess one year of experience equivalent to the GS-11 grade level, and hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Must demonstrate all the KSAs below.

Ability to make autonomous clinical decisions in a Direct Access environment. This includes ability to independently evaluate and treat patients who seek physical therapy services.
Skill in performing examinations and evaluations of individuals who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal, neuromuscular, cardiovascular, pulmonary, and/or integumentary systems while considering the effects attributable to unique psychosocial and environmental factors.

Ability to independently provide clinical oversight of Physical Therapy Assistants as well as students on clinical affiliations who are in Doctoral PT Programs or PTA Programs.
Preferred Experience: Preferred candidate will have at least 1 year of experience in the outpatient setting as a physical therapist.
