Duties

As a Supervisory Contract Specialist (Associate Director), responsibilities of this position will include, but are not limited to: Duties: Serves as a Supervisory Contract Specialist in the Office of Justice Programs (OJP), Office of Administration (OA), Acquisition Management Division (AMD). Supervises a team of contract specialists, contracting officers, and support personnel responsible for solicitation, negotiation, administration, termination, and closeout of contracts. Providing guidance and direction on strategic procurement methods, assessing operations and schedules to ensure that requirements are being accomplished as scheduled and that objectives are being achieved in the most efficient, expeditious, and economical manner. Serves as advisor to business and program office leadership in procurement planning. Acts as a recognized procurement expert for a major segment of the agency, advising management and contracting officers on matters pertaining to contracting actions, including contracting procedures and policy interpretation in day-to-day contact and through formal correspondence, for major systems or programs. Serves as an expert in a functional area of procurement, e.g., pre-award issues or price/cost analysis and post award issues, responsible for providing expert technical advice and guidance, staff coordination and consultation. Establishing guidelines and performance expectations for staff members communicated through the formal employee performance management system. Observing staff members' performance, providing feedback, and evaluating employee performance. Resolving informal complaints and grievances. Developing work improvement plans and initiating personnel actions. Effecting disciplinary measures as appropriate to the authority delegated in this area. Assuring that subordinates are trained and equipped to handle designated responsibilities. Reviewing and approving or disapproving leave requests. Performing other duties as assigned.

Qualifications

Basic Entry Requirements: A. (1) Successful completion of all mandatory training prescribed by the Federal Acquisition Certification-Contracting which led to a FAC-C (Professional) certificate or equivalent certification which can be found at Contracting (FAC-C) | FAI.GOV, AND (2) Have at least 4 years of experience in contracting or related positions. AND B. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (Note: You must submit supporting documentation.) OR D. WAIVER: Requirements of paragraphs A and B above may be waived if the agency's senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-14 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Negotiates contracts for a significant program and for major procurements that include several types of contracting instruments. Performs extensive advance procurement planning. Performs contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities. Provides expert technical leadership and consultation in the acquisition process. Conducts pre-award and post-award functions involving highly specialized procurements.
