Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-09 level, you must possess one full year of specialized experience equivalent to at least the GS-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Reviewing and evaluating forms and applications for completeness or compliance with federal programs; AND Interacting with State, Local and Tribal governments and providing guidance on Federal, Tribal, State or Local regulatory programs; AND Preparing written correspondence such as letters, reports, instructions and/or briefings. OR Master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related OR Combination of education and experience (if required) To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Interpreting and applying laws, regulations, policies and procedures of federal compliance programs such as the National Flood Insurance Program (NFIP); AND Reviewing and evaluating forms and applications for completeness or compliance with federal programs; AND Developing and delivering briefings, evaluations, status reports, and correspondence to communicate results or recommendations to stakeholders. Reviewing or approving grant applications in accordance with grants management rules, policies, practices and techniques. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR A combination of doctoral education and experience To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Implementing floodplain management requirements that reduce risk to people and structures; AND Researching and reviewing regulations and guidance documents interpreting the laws, regulations and policies applicable to FEMA floodplain management programs; AND Interpreting and effectively communicating technical information to technical and non-technical audiences.
