This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the U.S. Army Corps of Engineers, Omaha District, Oahe Project, Pierre, SD. The Oahe Project is a multi-purpose project providing flood control, recreation, hydropower, water supply, irrigation and wildlife and fisheries benefits to the nation.

Duties

Independently coordinate functions relating to budgeting, accounting and statistical reporting. Perform processing and tracking of budgetary transactions for numerous appropriations to facilitate the budget process and directly support budget analysis and administrative work. Develop the annual operating budget for the current fiscal year and projected fiscal years. Prepare spreadsheets for each field section office showing budgeted versus actual amounts for each month. Check funded work items for funds available. Provide funds accountability for the operating funds, by maintaining informational records and ledgers to reflect allocated funds, accruals, disbursements, orders received, accounts receivable, open commitments and other accountability activities. Review documents such as TDY orders, travel vouchers, purchase requests, etc. and assigns proper program funding and budgetary codes. Ensure that these codes are correctly reflected in informal and official records.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires completion of Financial Management Level 1 Certification within two years of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05: Must have one year of specialized experience equivalent to the GS-04 grade level in the Federal service that included: (1) writing and/or editing documents; and (2) using office and/or financial software. (Must be well documented in resume.) OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). GS-06: Must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service that included: 1) Experience performing routine and recurring budget duties such as reviewing account balances, vouchers, purchase requests, or work orders, and 2) Experience with reports and the proper accountability of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-07: Must have one year of specialized experience equivalent to the GS-06 grade level in the Federal service that included:1) Experience working with a variety of financial reports and documents in order to process and extract budgetary data; 2) Experience with balancing accounts, adjusting discrepancies and verifying accuracy of budgetary and accounting data; AND 3) Experience working with accounting procedures and techniques, line item obligations, and expenditures contained within the operating budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
