Duty Location: Lower Colorado Basin Region, Phoenix Area Office, Native American Affairs Office located in Glendale, AZ.
Full time telework or remote work is not available for this position.
Duties
The primary duties of this position are:
Plans, designs and carries out implementation activities for the Firming Program.
Leads multi-disciplinary/multi-agency water acquisition teams(s), providing technical leadership and staff level coordination.
Recommends ways to resolve differences, conflicts, and facilitates negotiation and compromise among diverse interests.
Develops and tracks work and activity plans, budgets, resources and work accomplishments to ensure successful implementation of the Firming Program.
Recommends appropriate allocation of funds for the purchase of firming water supplies; and reviews, verifies, and analyzes financial reports to ensure that the funds are being spent in accordance with annual work plans.
Prepares, processes, and administers water purchase contracts and agreements.
Participates on multi-disciplinary, multi-agency negotiating teams to identify applicable contract provisions.
Serves as Contracting Officer Technical Representative (COTR), carrying out contract administration responsibilities.
Drafts contract administration correspondence and related materials concerning general contract matters and issues.
Tracks and accounts acquired water.
Reviews delivery schedules for compliance with water service, conveyance, and purchase agreements.
Qualifications
Specialized Experience Requirements:
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12 level, your resume must reflect one year of full time experience equivalent in difficulty and complexity to at least the GS-11 level in federal service administering water acquisition contracts in the southwestern United States.
