Duties

Provides leadership, supervisory, and general direction to subordinate range management specialists, range ecologists, soil scientists, GIS and monitoring coordinators and all other administrative support staff. Sets performance standards, sets work assignments and ensures AWP workplans are implemented. Plans and designs range improvements and vegetative treatments that meet program goals and multiple-use constraints and objectives. Plans, manages, produces and implements allotment evaluations for assigned allotments and serves as the principal author/editor of written products coming out of the allotment evaluation process. Interprets laws, regulations, and program guidance to allow proper administration of the range, weeds, monitoring, range improvement and technological programs. Prepares both long-range and short- range land use plans for Field Office in consultation with federal and non-federal agencies and the public. Performs a wide range of professional and administrative duties with BLMs rangeland management program to include use authorizations, detecting and resolving unauthorized use, and range improvement planning. Serves as principal investigator and negotiator on livestock grazing and unauthorized use cases and case settlement and closure.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your education or experience. In order to qualify you must meet the Basic Education Requirement: You must have: A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; or B. Combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the Basic Education Requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: conducting natural resource management and administration of agricultural and range management to include outdoor recreation, soil and moisture conservation, environmental compliance, and land and permit compliance; and maintaining an effective working relationship with other federal, tribal, and state entities or programs on a continuing basis to ensure coordination and cooperation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. You must meet all qualification requirements by the closing date of the announcement.

Education
