This position is located within a headquarters component of the Department of Defense (DOD, Office of the Inspector General (OIG), Defense Criminal Investigative Service (DCIS), Assistant Inspector General for Investigations (AIGI), Internal Operations Directorate, Training Division. This position for a Criminal Investigator ( Program Manager-Firearms and Body Worn Cameras)

Duties

Exercises oversight and prudence in the update of those policies and procedures within the assigned area of responsibility, in support of the DCIS investigative priorities. Prepares and/or assists in the preparation of routine and/or special reports of correspondence for the OIG and DCIS leadership. Performs various special projects as assigned relative to agency training and new initiatives relating to policy. Develops understanding of DCIS and OIG organizational goals and priorities and complies with policy action officers. Serves as subject matter expert for cognizant programs. Coordinates, organizes, and communicates as necessary in response to program requirements. Manages training, usage, and compliance pertaining to the agency’s body worn camera program.

  • Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • May require travel internationally and/or deployment to Southwest Asia.

  • This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status.
  • This position requires a pre-employment physical exam and a pre-employment physical readiness test. A physical readiness test is required for the duration of employment.
  • This position requires qualifications to carry and use government-owned firearms as part of assigned duties (as a condition of employment you must maintain this qualification).
  • The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.
  • Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon.
  • Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency.
  • Compensation for this unscheduled overtime is in the form of a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).
  • Incumbent required to have completed a 14 weeks of Criminal Investigator Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.
  • If you have not previously successfully completed a trial or probationary period with the Federal Government in a similar position, you will be required to serve a two year trial period.
  • Requires the incumbent to possess and maintain a valid state driver's license.
  • This position requires employees to agree to a Mobility Agreement. Selectees will be required to sign the Mobility Agreement as a condition of employment.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service
  • May be required to submit a financial disclosure form (OGE-450) at time of appointment and annually.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Individual Occupational Requirements: Medical Requirements The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Specialized Experience: This position requires one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service. Specialized experience is defined as: conducting interviews, interrogations, and investigations related to suspected violations of Federal and military criminal law; providing expert-level investigative guidance to field components; performing analysis of investigative program data and making recommendations concerning major developments, significant programs and resolutions; and conducting search and seizure operations, surveillance operations and protective services assignments. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. All qualifications and time-in-grade (if applicable) requirements must be met by the closing date of this announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
