This position serves as a Planner and Estimator (General Maintenance and Operations Worker) supporting various combinations of trades involved in maintenance and operations within the Facility and Equipment Maintenance Division, Fleet Readiness Center Southwest (FRCSW), San Diego, CA.
Duties
You will be responsible for planning of corrective maintenance and modernization projects associated with constructing, maintaining, and repairing buildings, grounds and related facilities.
You will analyze jobs and determine resources, sequence of operations, estimate of hours, timeframe of work and coordination of the job's execution.
You will be responsible for manufacturing, modifying, and repairing items made from a variety of materials, or repairing and operating equipment or utilities.
You will perform job planning for the manufacture of new items, the maintenance and repair of existing items, and of tools and equipment required by production shops to work on aircraft, engines, and components.
You will create job order specifications and determine what type and amount of materials will be required.
You will perform analysis of MAXIMO work requests using historical data, blueprints, and on sight investigation.
You will prepare costs and time estimates in support of assigned project/program and from engineering drawings (electrical, mechanical and architectural) with labor estimates.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Incumbent must be willing to obtain and maintain a current State driver's license if operating government motor vehicles.
- Incumbent must be willing to obtain and maintain a Government Purchase Card and successfully research the regulations, practices and procedures governing procurement of goods and services.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is:
A) 1.1) Plan, estimate cost and time factors involved in upkeep and maintenance of Industrial Plant equipment and facilities; 2) Demonstrated in-depth working knowledge of at least two of the following trades: Sheet Metal, Machinist, Welder, Pipefitter, Electrician, Air Conditioning, Pattern Maker, Model Maker and/or Carpentry, along with knowledge of various other trades, shop practices and a general understanding of industrial machines, tools, facilities and equipment; and 3) Prepare cost and time estimates for equipment, material, and manpower for management on projects requiring special authorization.
B) 1) Demonstrated working knowledge of at least two of the following trades: Sheet Metal, Machinist, Welder, Pipefitter, Electrician, Air Conditioning, Pattern Maker, Model Maker and/or Carpentry, along with knowledge of various other trades, shop practices and a general understanding of industrial machines, tools, facilities and equipment; and 2) Prepare cost and time estimates for equipment, material, and manpower requirements for management on projects requiring special authorizations.
C) 1) Demonstrated working knowledge of at least two of the following trades: Sheet Metal, Machinist, Welder, Pipefitter, Electrician, Air Conditioning, Pattern Maker, Model Maker and/or Carpentry, along with knowledge of various other trades, shop practices and a general understanding of industrial machines, tools, facilities and equipment; and 2) Assist in inspecting shops to determine nature and sequence of work required on specific items. I work under general supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.
