This position is located within the Tennessee State Office. Incumbent serves as a senior loan specialist in the Single Family Housing (SFH) Program of a USDA Rural Development State or Field Office. The staff designs/implements/evaluates assigned housing programs for Tennessee. The incumbent implements complex loan/grant programs and provides matrix leadership to a group of operating loan specialists/technicians in carrying out the SFH Programs of the agency.
This is not a remote position.
Duties
Serves as senior staff specialist for the State Office (SO) Single Family Housing (SFH).
Participates in developing and implementing annual and long-term programs for the state.
Represents Rural Development (RD) in liaison activities with outside agencies essential to RD.
Ensures compliance with staff training, credit counseling, loan /grant eligibility, servicing loans, collections, records, appraisals and inspections.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.
GS11: Applicants must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in positions such as Credit Analyst, Credit Underwriter, Mortgage Underwriter, Loan Officer, Loan Processor, Mortgage Loan Originator, etc. It may also have been gained in a Non-Federal service position. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience and education equaling 100% of the required specialized experience. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
GS12: Applicants must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in positions such as Credit Analyst, Credit Underwriter, Mortgage Underwriter, Loan Officer, Loan Processor, Mortgage Loan Originator, etc. It may also have been gained in a Non-Federal service position. Examples of specialized experience includes knowledge of a wide range of real estate principles, concepts & practices; knowledge of property disposal & outgrant policies & procedures; ability to analyze space utilization requirement & make recommendations on reuse.
