About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Garrison Fort Buchanan, Puerto Rico; DPTMS; Security Division. Serves as a Security Specialist in the Garrison Security Office performing multi-disciplined security management functions.

Duties

Serve as a developmental Security Specialist performing security management in one or more security disciplines. Personnel Security duties may include: Maintain Defense Information System for Security (DISS) records, verify security clearances, manage access. Information Security duties may include: Safeguard classified material, manage document classification markings, conduct briefings or training for personnel. Industrial Security duties may include: Coordinate contractor security clearances, review procurement documents. Conduct security orientation, briefings, debriefings, and other Security Education and Training Awareness duties. Conduct analyses and inspections to ensure security requirements are met.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position is a Security Professional Education Development (SPeD) Certification Program position. The incumbent must obtain the SFPC certification within the first two years of employment.
  • Temporary Duty (TDY) travel may be required for approximately 15% of the time.
  • Must be able to obtain and maintain a Top Secret clearance based on a T5 investigation with eligibility for Sensitive Compartmented Information (SCI).

This position is a developmental position hiring at the GG-07 or GG-09 level, with full-performance at the GG-12 level. Current, permanent, Army employees at the full-performance level of GG-0080-12 will be excluded from consideration for this developmental position. If you are selected at an entry level grade, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. To qualify at the GG-07 level: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing routine or operational aspects of security administration such as fingerprinting, reviewing security clearance submission paperwork for accuracy and completion, preparing access rosters, researching or assisting in preparing security briefings or providing information for higher level briefings, and/or assisting in conducting security inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-05). OR You must have successfully completed a Bachelor's Degree that is closely related to the position; OR a Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position; OR a Bachelor's with Superior Academic Achievement as defined by OPM; OR a Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as Homeland Security or Security Management/Administrations. (NOTE: Transcripts and certificates must be submitted with application). OR A combination of experience and education equivalent to one year of experience. To qualify at the GG-09 level: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing security functions such as preparing access rosters, developing trackers, reviewing classified documents for proper marking, conducting security inspections, developing and conducting briefings for senior leadership, and/or conducting security awareness briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). OR You must have successfully completed a Closely Related (CR) Master's Degree; OR a Non-Closely Related Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Homeland Security, or Security Management/Administrations.
