Duties

The applicant selected for the Los Angeles Office will serve as a Victim Witness Specialist performing duties such as: supporting ongoing victim-witness communication needs. assessing the concerns of victims and determining their eligibility for victim-witness services. referring victims and witnesses to other agencies that can provide support such as medical, psychological, legal, financial, shelter, childcare, and employment services; developing and implementing strategies for spreading information about victim and witness protection laws, policies, and programs. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications

Eligibility for the GS 09 requires meeting certain standards, which are as follows: A. Specialized Experience: A minimum of one (1) year of specialized experience at the GS-07 level or equivalent in the Federal service. Specialized experience is defined as the ability to provide support for ongoing victim-witness communication needs through the development and administration of a comprehensive victim-witness program, effective communication utilizing various written media, and the determination of the elements of an effective agency witness program. B. Education: One of the following types of education in a related field (Criminal Justice): 1) a master's or equivalent graduate degree; or 2) two full years of progressively higher-level graduate education leading to such a degree; or 3) an LL.B. or J.D. degree if related. Note that only education beyond the first 60 semester hours is considered as specialized experience and post-high school education. C. A combination of specialized experience (as described in A) and education (as described in B) that meets 100% of the requirement. Eligibility for the GS 11 requires meeting certain standards, which are as follows: A. Specialized Experience: You must have at least one full year of specialized experience equivalent to the GS-09 level in Federal service. Specialized experience refers to experience in coordinating information related to victim-witness protection laws, conducting training sessions, and providing support to staff and law enforcement agencies. You should also have experience in assessing the concerns of victims and determining their eligibility for victim-witness services, and referring victims and witnesses to other agencies that can provide support such as medical, psychological, legal, financial, shelter, childcare, and employment services. B. Education: You should have one of the following types of education in a related field (i.e., Criminal Justice): 1) Ph.D. or equivalent doctoral degree, or 2) 3 full years of progressively higher-level graduate education leading to such a degree, or 3) LL.M., if related. Please note that only education beyond the first 60 semester hours is counted towards the specialized experience and post-high school education. C. You can also have a combination of specialized experience (as described in A) and education (as described in B) which, when combined, equal 100% of the requirement. Eligibility for the GS 12 requires the following: At least one (1) full year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as experience performing the following types of duties: developing and implementing strategies for spreading information about victim and witness protection laws, policies, and programs; providing guidance and advice to law enforcement and other official personnel on victim and witness-related matters and other relevant victim services; offering in-court support during hearings and trials. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria.
