Duties

DUTY 1: Serves as the senior Digital Network Exploitation Analyst for USCYBERCOM's Cyber Mission Forces. DUTY 2: Presents digital network exploitation capabilities to a variety of service, national, and coalition customers. DUTY 3: Serves as a functional authority on digital network exploitation and cyber intelligence issues. DUTY 4: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

  • Position is highly technical and requires incumbent to complete training requirements and maintain job qualification as identified by USCYBERCOMAND according to their work role.
  • Completion of the Joint Cyber Analysis Course (JCAC) is highly desirable.
  • Previous work experience in cyber and/or intelligence operations is highly desired.
  • An advanced intelligence-related or professional/scientific degree is desirable.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ****This position may be eligible for DCIPS STEM TLMS**** In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of the full range of intelligence research, processing, and exploitation methods, techniques, and practices using multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the full range of USCYBERCOM, NSA/CSS, and allied military DNI and CNO disciplines, methodologies, exploitation methods, techniques, and practices, and plans using multi-source intelligence information to capture and report intelligence information in a usable form that directly or indirectly affects national security; interprets policy and commits resources impacting CNO. 2. Extensive knowledge of technology related to computers and digital networks, computer networking; ability to train others in this technology is required. Extensive knowledge of the technology of NSA/CSS Texas operational systems capabilities, limitations, associated resources, and tasking, as well as a comprehensive knowledge of the NSA/CSS Texas target AOR is required. Extensive knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter-relationships, and operations. 3. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing processing and exploitation requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 4. Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 5. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively 6. Ability to plan, organize, and prioritize work to meet changing deadlines, to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Additionally, complete a counterintelligence polygraph, and meet NSA personnel security requirements as outlined in NSA/CSS Policy 5-1 in order to obtain and retain access to NSA/CSS Texas facilities. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
