This position serves as a key role in managing Tribal Relations for Pipe Springs National Monument, Zion National Park, Bryce Canyon National Park, and Cedar Breaks National Monument

Duties

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will be placed in a pay status and can expect to work a minimum of 17 pay periods not to exceed a maximum of 25 pay periods. You will be placed in a non-pay status from approximately 11/1 to 2/28 unless other work exists that can be assigned to you during this period. MAJOR DUTIES:- Engage native and indigenous communities to foster meaningful relationships for co-stewardship of natural and cultural resources within National Park Service Units - Facilitates and Plans outreach events, project planning, consultation efforts, and other meetings with tribal partners - Draft agreements, memoranda, consultation and correspondence documentation with tribal and other local partners to promote co-stewardship and engagement - Correspond frequently via email, phone, virtual and in-person meetings with tribal governments, council and other civic leaders on local, regional and national levels - Accurately maintains records, meeting notes, decision points and other documentation related to tribal affairs. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-03/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) direct experience with and knowledge of American Indian tribe; (2) basic abilities to effectively communicate orally and in writing; (3) some direct experience related to Tribal Law and Policy; (4) ability to work as a team member on specific projects and direct experience presenting information within a team environment. You must include hours per week worked. EDUCATION: Successful completion of at least one full year of graduate level education (18 semester hours) with a major study such as Native American studies, Tribal Relations, public relations, recreation management or other fields directly related to the position. The education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. PLEASE NOTE: If you are using education to qualify, you must submit a copy of your college transcripts. You must include transcripts. Successful completion of at least a Bachelor's degree in a directly-related field (as described in above) AND I meet one of the criteria of Superior Academic Achievement (S.A.A.): (1) Class standing - Must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed course; OR (2) Grade-point average (G.P.A) - Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education, or as computed based on courses completed during the final two years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR (3) Election to membership in a national scholastic honor society. COMBINATION EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) maintaining liaison with Tribal officials to articulate program policy and ensure appropriate consultation and collaboration in recourse management, policy development, project development and other program activities; (2) interpreting laws, regulations and procedures related to tribes and their involvement in federal programs or projects; (3) provide leadership and authoritative advice in multi-agency efforts involving Native American tribal groups; (4) serve on national or state government task forces regarding national or state policy recommendations on Native American affairs, and advising external agencies and organizations on such matters. EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (36 semester hours) leading to a major study in Native American studies, tribal relations, public relations, recreation management or other fields directly related to the position. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility at the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) American Indian Tribal cultural competence including: knowledge and understanding of Tribal heritage, issues, and concerns. (2) Practical experience in effectively communicating with American Indian Tribes and non-native individuals and organizations with respect for cultural similarities and differences. 3. Fostering meeting environments that allow culturally diverse individuals to negotiate and resolve sensitive issues with the Tribes. (4) Education and assistance of non-native staff regarding American Indian Tribal cultural competence in communication regarding cultural, natural, and recreational resources and interpretive stories. EDUCATION: Successful completion of at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree in Anthropology, US History, Native American Studies, Sociology or American Indian Communications or LL. M. if related. COMBINATION EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
