The Administrative Officer functions as a staff resource to the Associate Chief of Staff (ACOS) for Extended Care & Rehabilitation (EC&R) Service Line. The Administrative Officer is responsible for administrative and technical support of the service line and coordinating the local Service Line activities and initiatives with those of other Fargo VA Health Care System (HCS) service lines as well as those of the VISN EC&R Service Line.

Duties

Major Duties listed but not limited to: Responsible for planning, organizing, evaluating, coordinating, and implementing the complex administrative activities of the Service Line Develops the strategic plan and resource management plans summarizing the results and operation of the programs and presents the information accordingly Coordinates with the service line staff and administration as to policies and procedures to be implemented effecting the service line and is recognized by the medical and administrative staff as a specialist in the areas of health care system administration and policy and procedure formulation Functions as an analyst with extensive knowledge to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems Monitors data through the use of statistical tracking systems and is the Service Line point of contact for Consult Switchboard, Physician Productivity, Clinic Utilization Statistical Summary (CUSS), and the VISN 23 Cost Summary database Serves as the contracting Officer Representative (COR) for contracts for services outside the Health Care System totaling in excess of 1.3 million dollars Serves as Chairperson of the Technical Evaluation Board for the Open and Continuous Nursing Home Solicitation Source Selection Conducts background research, develops annual management briefings, functional reviews, and workload reports required by the Service Line Act as the Service Line liaison with Human Resources Service, coordinating recruitment and interviews, ensuring submission of required documents for personnel actions, providing guidance to Service Line leadership and staff regarding local, VISN, and national policies and procedures Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing various information systems, programs and applications; analyzing statistical management tools (i.e. flow charts, needs assessment, demographic analysis, forecasting techniques, and feasibilities studies); communicating effectively, both orally and in writing, with individuals and groups from a wide variety of educational and socioeconomic backgrounds; ensuring compliance with purchase card regulations and timelines. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of full-time graduate level education (18 semester hours) may be used to qualify applicants for the GS-09 level. You may qualify for GS-11 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, organizing, and directing team work involving complex, unrelated issues; utilizing various information systems, programs and applications, analyzing statistical management tools (i.e. flow charts, needs assessment, demographic analysis, forecasting techniques, and feasibilities studies); ensuring compliance with purchase card regulations and timelines; and performing various personnel management tasks, such as developing position descriptions/functional statements, performance standards, ongoing professional practice evaluations, disciplinary procedures, recruitment, and time and leave. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. (or equivalent doctoral degree) or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters (or equivalent) degree. *NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Education cannot be credited without documentation.
