The incumbent serves as a developmental Geographic Information Systems (GIS) Specialist in a Bureau of Indian Affairs (BIA) office. This position is responsible for the acquisition and management of spatial information required to support the management of public lands. This position is located with the Bureau of Indian Affairs, FIRE - Great Plains in Rosebud, South Dakota. Duties

Implements analytical techniques necessary to solve recurring, procedural, and factual geospatial and GIS issues (i.e. identifying data needs for specific projects, determining compatibility with other platforms, locating missing information). Analyzes cumulative impacts of frequently measured environmental factors and conducts basic 3D/spatial analysis and geospatial modeling to analyze resource distribution and behavior. Receives training on how to administer geospatial databases and implement quality control and assurance guidelines for geospatial data projects. Provides technical user support and troubleshooting assistance for recurring problems related to GIS hardware and application software. Assists in implementing an integrated training program to teach basic skills in the use of geospatial software, data acquisition, retrieval and analysis, in order to meet local needs. Assists in the integration of Enterprise GIS with long- and short-term planning and management activities.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards Miscellaneous Administration and Program Series 0301). GS-11: 1 year specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector that include working on multi-disciplinary teams as a team member assigned to carry out the planning and coordination of trust resources and/or related projects; managing a variety of project activities; participating in multi-objective investigation activities for trust resources, related projects; and communicating assigned project information and progress to management and leadership, partners, stakeholders, other involved agencies, and the public where applicable; utilizing geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; applying geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and training others in the application of geospatial programs, providing technical support, and working with a data steward in an interdisciplinary trust resource environment. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (54 semester hours, 81 quarter hours or equivalent); or LL.M.; if directly related to this position. GS-9: 1 year of specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector that include providing regular status updates to management and leadership on project activities; practical hands-on experience and knowledge of geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; practical hands-on experience and application of geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and practical hands-on experience and application using geospatial program coordination in providing technical support and training. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-7: 1 year of specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector that include working under close supervision with a diverse group of local resources specialists, planners and managers to implement local GIS activities; receives training and development in the knowledge of geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; application of geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and assists in geospatial program coordination activities and providing technical support and training. OR 1 full year of graduate level education or Superior Academic Achievement SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
