This position is within Medical Services at the Jesse Brown Veterans Administration (VA) Medical Center in Chicago, Illinois. The incumbent serves as an expert tumor registrar in a large, complex VA Medical Center with a medical/surgical oncology program with a number of ongoing clinical oncology trails. The work of this position supports the care and the treatment given to the patients with malignant conditions.
Duties
The incumbent serves as an expert tumor registrar in a large, complex VA Medical Center with a medical/surgical oncology program with a number of ongoing clinical oncology trails. The work of this position supports the care and the treatment given to the patients with malignant conditions. The incumbent abstracts, codes, and maintains registry records, develops and monitors tumor registry quality assurance programs, and conducts related special studies.
Duties include but are not limited to:
Thoroughly review the electronic medical record reports to evaluate clinical and diagnostic procedures to assess appropriateness of inclusion in the registry.
Search the medical record to identify and code all information pertinent to the patient's diagnosis.
Ensure that data is reported accurately and in correct format by performing edit checks on all cancer registry data and making appropriate corrections if needed prior to submission.
Codes information contained on several forms and documents that makes up an entire record.
Code disease, surgical procedures, and cause of injury.

Analyzes the consistency of coding registry data, cancer diagnosis, histology, and treatment.
Identifies coding discrepancies.
Reviews records to obtain data.
Validates data gathered from a variety of sources.
Develops and monitors Quality Assurance Operations and Conducts Special Studies.
Provides administrative guidance and advice to staff regarding methods of proper medical records documentation.
Conducts special studies and surveys for identifying opportunities to improve patient care.
Responsible for providing technical service to administrative, medical, and ancillary professional staff.
Responsible for developing, implementing and maintaining accurate cancer case finding to identify all reportable diagnoses.
Responsible for the process of obtaining annual information on the current health and status of each patient in the registry.
Participate in national Commission on Cancer patient care evaluations.
Perform quality assurance activities to ensure completeness and accuracy of case finding.
Perform beta testing for the VISTA Oncology Package software and assists in development and improvement of this software.
Maintain established departmental and hospital policies, procedures, objectives, quality assurance, safety environmental and infection control policies and procedures.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education:
(1) Experience. One year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills, and abilities (KSAs) needed to perform MRT work. OR
(2) Education. Two years above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy and physiology, and introduction to health records). OR
(3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate for combining education and experience: (a) Six months of experience that indicates knowledge of medical terminology and general understanding of the health record and one year above high school with a minimum of six semester hours of health information technology courses. (b) Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision. Training may be substituted on a month-for-month basis for up to six months of experience, provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. The position requires six additional months of experience that indicates knowledge of medical terminology and general understanding of the health record.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: (1) Experience. One year of experience equivalent to the next lower grade level.
(2) Demonstrated [Knowledge, Skills, and Abilities]. In addition to the experience above, the candidate must demonstrate [all of] the following KSAs:(a) Knowledge of professional registry operations.(b) Knowledge of medical terminology, staging of cancer, and requirements of internal and external approving organizations.(c) Knowledge of the cancer committee processes and procedures to improve patient care and verify compliance with ACoS and/or facility standards.(d) Ability to serve as a subject matter expert on cancer programs for the medical center.(e) Skill in utilizing electronic health records and cancer registry software.
(3) Assignment. This is the full performance level for this assignment. [MRTs (Cancer Registrar)] at this level perform all tasks and duties autonomously. Searches the medical record to identify and abstract/code all information. Organizes and maintains the cancer registry data system. Reviews lifetime follow-up on patients including cancer status and vital status. Oversees tumor board documentation, ensuring documentation meets the requirements and standards set VA Handbook 5005/128 March 5, 2020 PART II APPENDIX G35 II-G35-6 forth by ACoS and/or facility standards. Ascertains a random sampling of annual analytic case load for physician review to ensure quality registry data.
