The primary purpose of this position is to serve as the Data Branch Chief, Architecture Management Division (XTA), for the Directorate of Information Technology Directorate (XT) for the Department of Defense (DoD) Cyber Crime Center (DC3).

Duties

Plans, organizes, and directs the activities of the Data Branch within the Directorate of Information Technology (XT), ensuring that the Data Branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Serves as the foremost expert and top authority concerning Data Science at the AF, OSD, and National level. Leads and oversees the work of cross functional teams composed of diverse job series in complex analytical and mathematical procedures within current and future DC3 technical projects across the organization. Represents the Data Branch and Director of Information Technology with Department of Defense entities, other government agencies, the Defense Industrial Base, and collation partners as the DC3 Senior Data Scientist.

  • Selectee will be subject to a Single Scope Background Investigation (SSBI) and must be able to acquire and retain a Top-Secret clearance with Sensitive Compartmented Information (SCI) access.

  • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SUPERVISORY DATA SCIENTIST, Series 1560 BASIC REQUIREMENT : Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. NOTE: You must submit a copy of your transcripts with your application. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) plus additional education or appropriate experience. NOTE: You must submit a copy of your transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge and mastery of a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; professional. knowledge and expertise in data modeling, query authoring and performance tuning with an in-depth understanding of data modeling best practices, relational and graph databases. knowledge of advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. Expert knowledge and experience working with large and complex data sets and performing extensive analysis of volumes of data and designing and delivering frameworks to facilitate the data development lifecycle and design, implementation integration and maintenance of the pipeline and data warehouse and transitions to cloud-based data solutions. Extensive knowledge and mastery of research techniques and concurrent ability to obtain information concerning subject studies to perform sound analyses. Knowledge of information systems security principles and concepts in order to ensure all data analytics efforts are conducted in accordance with information security best practices. Knowledge and skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality. Expert ability in the interpretation, extrapolation, and reporting of qualitative insights, trends, relationships and correlations within and among data sets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth understanding of statistical analysis, data engineering, AI and machine learning, data mining techniques, and predictive modeling. 2. Programming and Data Manipulation: Proficiency in programming languages such as Python, R, or Java, and experience with data manipulation libraries (e.g., Pandas, NumPy). 3. Expert knowledge of statistical techniques, concepts, hypothesis testing, and experimental design sufficient to analyze complex datasets and draw meaningful insights. 4. Knowledge of safety and security regulations, practices, and procedures; Ability to clean, preprocess, and transform data for analysis and modeling. 5. Skill and ability to tailor and present findings and recommendations to all levels, justify and defend decisions and recommendations, and to represent the command at briefings, meetings, or other required functions. 6. Ability to collaborate effectively with cross-functional teams, including business analysts, software engineers, and stakeholders; Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
