This is Supervisory Social Worker position located in the Central Alabama Veterans Healthcare System (CAVHCS) at Tuskegee, AL.

Duties

The incumbent ensures, in collaboration and communication with the Associate Chiefs of Staff and Chief Nurses within the various services lines, that social work staff and program coordinators maintain programmatic and fiscal responsibilities of programs Contract Nursing Home Program, including maintaining the program budget, payment of bills for services provided in community nursing homes and by contracted homemaker/home health aide (H/HHA) agencies. They also serves as Supervisor, Extended Care Programs Section, and has responsibility for the supervision and management of Social Work staff and Social Work program development in Home-Based Primary Care, Nursing Home Care Unit, Community Nursing Home Program, Spinal Cord Injury, Traumatic Brain Injury program, Respite, Transplant Coordination, Dedicated Primary Care. S/he develops performance standards for staff in his/her section, solicits feedback from his/her staff and from interdisciplinary team members on performance of each of his/her staff, regularly reviews performance as compared with standards, and recommends annual performance appraisal ratings for staff within the identified service lines. The incumbent is responsible for ensuring that staff, students and residents from other disciplines are familiar with Social Work policies, procedures and functions within Social Work Service and the respective service lines. S/he is also responsible for developing and maintaining strong working relationships with relevant line and supervisory staff in other Services/programs within the Medical Center. This may involve regular networking with clinical Services and Section Chiefs. The incumbent assumes responsibility for providing direct patient care services as necessary. The incumbent is responsible for monitoring the efficiency, effectiveness, timeliness and quality of Social Work services offered within Geriatrics, Extended Care & Rehabilitation Service Line and Ambulatory Care. This includes development and monitoring of quality indicators; supervisory review mechanisms; review of workload data from DSS and CDR; and review of staffing patterns and work assignments within the Programs Section. The incumbent is responsible for continuously improving the efficiency, effectiveness (in terms of cost and outcome of Social Work interventions), and quality of services provided by staff assigned to Extended Care Programs Section. As part of a section team effort, s/he will identify areas for improvement, gather relevant data, assess the data, develop and implement ideas for improvement, and evaluate efficacy of improvements. Meeting Social Work Service, Medical Center, VISN and Headquarters goals and missions will be given priority in deployment of staff and in development/revision of Social Work programs. As Supervisor, Extended Care and Ambulatory Care, the incumbent interacts on a daily basis with the other Supervisory Social Workers in the Medical Center and serves as a member of the Social Work Management Team. The incumbent is therefore involved in helping to write and implement policies for Social Work Service, determining Social Work staff productivity standards, deploying staff based on workload, recommending selections for vacancies and promotions, developing Social Work Service strategic plans, and providing consultation to other Social Work Management Team members, including the Chief, Social Work Service. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience/Education: One year of experience equivalent to the GS-12 grade level. Example of experience may include but not limited to knowledge of program coordination and administration which includes consultation, negotiation, and monitoring, knowledge and ability to write policies, procedures, and/or practice guidelines for the program, supervise multidisciplinary staff assigned to the program, organize work, set priorities, meet multiple deadlines, evaluate assigned program area(s), ability to provide training, orientation, and guidance within clinical practice. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations.
