The Supervisory Financial Accounts Technician will perform administrative support duties at the Fresno VA Central California Health Care System in the Community Care Section of Business Administration Section, and will interact with both internal and external customers. The incumbent is responsible for planning and directing the activities of subordinates, disciplinary actions, recognition of outstanding performance, sick and annual leave, promotion, and reassignment.

Duties

Major duties and responsibilities include, but are not limited to: - Prepare formal requests for filling vacancies or requesting additional personnel to meet the workload requirements. - Reviews and analyzes equipment/space requirements for direct reports. - Actively participates with a variety of Medical Center and VISN committees as they relate to the position. - Responsible for making sure appropriate staff is trained and certified to use the various computer program systems as set forth by the National Office of Community Care. - Responsible for overseeing the Community Care consult programs to include but are not limited to: contract nursing homes and contract dialysis, outpatient fee medical programs such as mammograms, radiation therapy and obstetrics, Geriatric Extended Care programs etc. - Determine eligibility for VA Health Care Benefits and have knowledge and understanding of 38 CFR 17.8 Medical benefits packages. - Creates a variety of reports for the VISN, VHA leadership, and the Community Care Oversight Council. - Creates procedures for processing Community Care consults and obtaining medical records. - Work closely with Claim Adjudication Reimbursement Office to troubleshoot veteran or vendor payment problems. - Understands and can explain to Veterans, vendors, and staff the Veterans Access Choice and Accountability Act (VACAA). - Requests funds and budgeting for multiple fund control points, eligibility verification, and resolving problems that may arise with all stakeholders. - Responsible for the understanding and management of VACCA for referrals, eligibility, schedules, processing claims, and transportation. - Determines legal entitlement and eligibility for each of the programs by reviewing specific eligibility criteria, authorizations, and approvals through a variety of sources, computer programs and data bases. - Possesses knowledge of medical terminology, policies, laws, manuals, and VHA Handbooks, related to the administration of these programs; must be able to interpret and utilize this information to answer questions and compose correspondence. - Ensures that all required supporting documentation and invoices have been received, reviewed and prepared for payment decisions, and fees are not paid in excess of the approved Medicare rates, or billable rates approved by VA. - Maintains numerous highly active fund control points. - Responsible for the completion and review of statistical data, and prepares special reports as requested by the section supervisor. - Reviews all authorizations for accuracy, completeness and quality, and for assuring that all pertinent facts related to the case are developed before letters of approval or denial are forwarded to the Chief, Community Care, for review and signature. - Ensures compliance with the Prompt Payment Act to avoid additional cost to the facility as well as laws governing the release of information activities, Privacy Act and Freedom of Information Act, and HIPAA. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and monitoring work subordinates, providing guidance on policy and procedures, conducting financial management reviews, providing administrative analysis and technical expertise. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there may be some physical effort may be required through the use of computers or transporting records to other offices within the facility.
