Duties

WHAT IS THE (FMSS) FACILITIES MANAGEMENT AND SECURITY SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions (1) Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Security The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Threat Analysis (50%): The employee reviews, analyzes, and processes all incidents or threats reported to the Situational Awareness Management Center (SAMC) in order to detect incidents that may indicate predictive or actual insider threat activity based on Potential Risk Indicators (PRIs). Once an incident is determined to have a direct link, or suggests the potential of being linked, to an insider threat activity, a detailed report will be generated detailing the level of risk and distributed to the Insider Threat Working Group (InT WG). Threat Mitigation (30%): The employee uses technical expertise in physical security policies and standards while reviewing SAMC incidents reports to ensure the appropriate security countermeasures have been implemented to safeguard buildings, property, and the protection of IRS personnel. Provides guidance and assistance to physical security staff on mitigation strategies and to assist identifying and resolving complex security issues. Policy and Reporting (20%): Uses technical expertise to prepare, review, analyze, and coordinate various administrative actions affecting the Insider Threat and Incident Reporting Programs. Develops and distributes and executes securtiy policies, standards, and procedures and reviews and makes recommendations on draft insider threat. Conducts incident report training across the IRS to ensure compliance with IRM guidance. Performs other related duties as assigned.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience or this position includes: Experience that demonstrates the ability to analyze and process incidents or threats with a focus on detecting predictive or actual insider threat activities. This includes proficiency in identifying Potential Risk Indicators (PRIs) and generating detailed risk assessment reports for the Insider Threat Working Group (InT WG). Experience must include technical expertise in physical security policies and standards, with a proven track record of implementing appropriate security countermeasures to safeguard assets and personnel. Experience developing, reviewing, and coordinating security policies, standards, and procedures, as well as conducting training on incident report protocols. This experience should also reflect the ability to address complex security issues, provide guidance on mitigation strategies, and ensure compliance with organizational guidelines. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
