This position is located on United States Department of Agriculture (USDA), Departmental Administration (DA), Office of Property and Environmental Management (OPEM), Property and Fleet Management (PFM).
The primary purpose of this position is to provide departmental leadership, policy guidance and services in the areas of nationwide real and personal property, energy conservation and certain internal environmental programs.

Duties
Serving on the Advisory committee for the Forest Service’s Federal Excess Personal Property (FEPP) program.
Serving as a technical authority for new or enhanced information systems software.
Serving as an expert asset manager in personal property management, providing advice, analysis, guidance, policy development, and planning for agency assets.
Developing and interpreting guidance on personal property program planning and evaluation.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience:
Providing analytical and technical expertise in developing, improving, and maintaining agency's property program to include property acquisition, utilization, and disposal.
Managing classes of assets that are especially complex, extensive and/or sensitive, with extremely high dollar values in terms of operating budgets and fair market value.
Providing expert level portfolio and asset management planning, analysis and guidance for major assets, actions, strategic plans, and business.
