This position is with the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA), within the Department of Administrative Programs (DAP), Office of Training and Education (OTE), in the Office of Occupational Safety Training, located in Arlington Heights, IL. This position is at the full performance level. This position is inside the bargaining unit. This is NOT a remote position. Selectee will be expected to report to the office above.

Duties

Selectee will serve in the Office of Training and Education (OTE) as an OSHA Training Institute (OTI) Instructor; Duties include, but are not limited to: Administers classroom and hands-on training in a wide range of highly technical and complex subjects that may be related to occupational safety and health concepts, construction safety, hazard analysis, related laws and regulations, compliance process, policies and procedures, and OSHA Standards. Serves as member or leader of Project Task Forces established by the Assistant Secretary or other Agency officials upon request. Conducts training in a wide range of complex occupational safety subject matter at basic and advanced levels. Teaches occupational safety hazard recognition, assessment, documentation, and abatement assistance. Communicates and carries out OTI policy. Serves as liaison between course participants and Institute management. Conducts equipment and process demonstrations in laboratory, training site, other field-staged locations. Teaches and demonstrates correct use of testing and monitoring instruments used by safety and health inspectors.

Qualifications

THIS POSITION HAS AN INDIVIDUAL OCCUPATIONAL REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED. Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience: (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. --- AND -- Specialized Experience: Specialized Experience, is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. At the GS-13: Applicants must have at least 1 year of Specialized Experience equivalent to the GS-12 or higher, to qualify for this position. For this position, examples of qualifying experience include: Developing and delivering training session(s) to a variety of audiences on safety hazards for general industry environments; setting desired goals and monitoring progress in order to manage/lead staff on team project(s); following established guidelines (e.g. 5 CFR Title 29 Part 1910, OSHA Field Operations Manual, OSHA Compliance Directives) to conduct OSHA incident or accident investigations in work environments; verifying casefile documentation for legal sufficiency through the use of OSHA regulations and/or standards.
