The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
- Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work.
- Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.
- Plans and lays out welding and sheet metal work assignments from blueprints, sketches, drawings, specifications, and work orders. Develops patterns, lay outs, cuts, forms, joins, assembles, and installs items and systems which have combined straight and curved edges or irregular curves and planes. Performs duties in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations. Maintains a clean work environment. Uses and maintains tools.
- Plans and lays out construction and major modification projects using building plans, specifications, blueprints, sketches, and other guides and codes. Plans and lays out masonry task involved in maintenance, repair, alteration, and construction of interior and exterior surfaces and structures. Independently applying skilled methods, techniques, and advanced shop mathematics to construct, install repair, and modify a wide variety of structures.

- Must be able to obtain and maintain a secret security clearance.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or
holidays.
- Work may occasionally require travel away from the normal duty station.
- Shift work may be required.
- Emergency overtime may be required.
- The work will require the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- The work may require the employee to operate (with proper training) specialized vehicles, such as motorized maintenance
platforms, “High Reaches”, or other types of lifts.
- This position may require the employee to work under adverse environmental conditions.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Incumbent of this position is subject to the possibility of a random drug test.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of the position without more than normal supervision.

1. Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s)
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work
performed by the group being led.
4. Skill in performing the trade and /or labor work of the group being led.
5. Ability to lead a team of three or more labor or trade employees.
6. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
Physical Effort
Works in shops and at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment as well as fumes and hazards inherent to the welding trade. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, contusions, and burns. Uses protective devices such as ear plugs, welding helmets, safety glasses, respirators, gloves, safety footwear, etc.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
